Summary

This position is located in Point Reyes National Seashore which currently manages 28,000 acres of beef cattle and dairy ranching through agricultural lease/permits to ensure the protection of natural and cultural resources. You will conduct rangeland monitoring and data analysis to assure that operations are in compliance with the lease/permits.

Typical season is January through mid-December, but can vary due to weather conditions, project needs, or funding.

This position is located in the Division of Integrated Resource Management at Point Reyes National Seashore in Marin County, California, and is under the direction of the Range Program Manager. Ranching on the Point Reyes Peninsula dates back to the mid-1800's and the Point Reyes National Seashore currently manages 28,000 acres of beef cattle and dairy ranching consisting of 24 individual operations authorized under agricultural lease/permits, that include terms and conditions for the protection of natural and cultural resources. These grazed landscapes include extensive coastal prairie, coastal dunes, California annual grassland, riparian and forested habitat and support a rich diversity of native plant and animal species, including over 65 special-status species.

You will initiate, foster, and maintain relationships/partnerships with a variety of stakeholders, who may have opposing views and opinions, in order to maintain agricultural operations and enhance environmental quality on park ranches. Under supervision of the Range Program Manager, you'll conduct rangeland monitoring and data analysis, including condition and trend, native coastal plant communities, amount and patterns of grazing use, stocking rates, and other aspects of resources and ecosystems to ensure that operations are in compliance with permits and management goals. You'll assist with the development/application of conservation practices, restoration projects, weed management strategies and other protective measures to restore and/or maintain the integrity of rangeland resources. You will also assist with National Environmental Policy Act compliance, permitting, preparation of reports, GIS mapping and spatial analysis, data management, and maintenance of equipment/supplies. You may serve as the contracting officer's representative for contracted work on park ranches.

This is a Career-Seasonal position,subject to release/recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. You'll be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions but you are guaranteed to work at least 6 months per year, but not more than 50 weeks per year. The typical season for this position is January through
mid-December, but can be variable during these months due to requirements or weather conditions.

  • Drivers License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • Probationary Period: If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • Travel: You may be required to travel overnight away from home several times a year. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

To qualify for this position at the GS-9 grade level, you must possess both the Education and Specialized Experience requirement by the closing date of this announcement:

EDUCATION

Successful completion of a bachelor's degree or higher inrange management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:

  • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.
  • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
  • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

Possess a combination of education and experience with courses equivalent to a major in one of these disciplines, or a major in a related field that included at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

SPECIALIZED EXPERIENCE

Possess at least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Qualifying specialized experience includes but is not limited to: implementation of complex conservation practices using a variety of techniques; applying management plans for grazing operators and/or land managers that involve a variety of soil, vegetation, or infrastructure patterns; conducting grassland vegetation identification, inventory and monitoring; monitoring allotment/lease evaluations and inspections; analyzing data related to multiple resource management issues; use of GIS mapping and spatial analysis; protecting sensitive habitats; ensuring that activities on public land are conducted in accordance with applicable laws; providing input for compliance documents, environmental reports and impact statements.

Possess two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a field of study corresponding to the course work defined above under EDUCATION.

-OR-

Possess a combination of the required education and experience. For example, possess six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hour of graduate level education as described (50% of the education requirement) in a field of study corresponding to the course work defined above under EDUCATION. Adding the two percentages together must equal to at least 100 percent to qualify.

You must submit a copy of your transcripts or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you do not submit specific course work information as described previously, your application will be rated not qualified for consideration.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Area Information:
Located approximately 40 miles north of San Francisco, Point Reyes National Seashore enjoys a mild, Mediterranean climate typical of the San Francisco Bay area. Two medical clinics, a post office, gas station, grocery store, churches, numerous art/specialty stores, restaurants and delis, and an elementary school, grades 1-8 are located in Point Reyes Station, 3 miles north of park headquarters. Complete amenities are located in San Rafael, Novato and Petaluma, all approximately 22 miles from the seashore. Located in Marin County, this is considered a high cost of living area with limited rentals available in the immediate area. Since the fire, rentals are difficult to find and they are very expensive. The least expensive one bedroom apartments can be found 45 minutes to an hour away for $1600 a month, but typically they range much closer to $2,000 a month. Park housing is not available. Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing,
and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in
potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.

Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
