The selectee may be entitled to 25% post differential allowance in addition to the salary, 360 hours annual leave carry over, and home leave after 2 years of service abroad if selected from outside the non-foreign area of the islands of American Samoa.

This position is concurrently open under Announcement Number PW-1546-NPSA-18-10182790-MP for merit promotion eligibles.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

This is a marine ecology leadership position at a national park with premier coral reefs and other marine resources that have drawn high profile collaborative research to the park and nearby habitats. The position will require not only a high aptitude as an ecologist, but an individual with the skills to foster and develop partnerships with a diversity of partners, including other federal agencies, territorial government agencies, universities, research institutions, and non-profit partners. The marine ecologist is expected to think about teamwork at multiple scales, both with a crew stationed at the park and with colleagues at other Pacific Island Parks and in the Pacific Islands Network Inventory and Monitoring Program. Major duties of the position include:

  • Lead marine ecology field studies, including SCUBA-based research and monitoring, boating operations, fish transects, giant clam studies, and surveys of species of concern.
  • Care for the full life-cycle of data gathered from field collection to office storage and certification, use in publications, and archiving.
  • The marine ecologist is expected to be conversant not only in principles of marine ecology and sound scientific practices, but able to engage policy related to endangered species issues, the National Environmental Policy Act, National Marine Fisheries determinations, etc.
  • The NPSA marine ecologist will be expected to develop successful funding proposals for scientific studies or resource management programs in order to supplement the base operations of the park team.
  • This is a supervisory position requiring effective management of staff, providing guidance to crew members, developing effective work plans, and fostering career development of biological technicians and interns.
  • he marine ecologist will regularly prepare reports, periodically present findings to colleagues at meetings and conferences, and will need to effectively represent the park at partner organization meetings.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
    You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, and overtime.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home on occasion to meet work demands. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Successfully complete DOI Motorboat Operator Certification Course (MOCC) or equivalent training.

Qualifications

SELECTIVE FACTOR: This position leads project and research activities associated with coral reef species which requires that candidates possess a current advanced SCUBA Certification. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for this position at the GS-0408-11 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) implementing programs for marine ecology, fish biology, and coral research; 2) providing technical expertise and support for marine ecology, fish biology, and coral research; 3) performing data management and crew scheduling for scientific field studies; and 4) preparing scientifically credible reports and communicating effectively about the technical aspects of a natural resources management program focused on marine ecology, fish biology, or coral research. You must include hours per week worked.

EDUCATION: Successful completion of at least one year of specialized experience as defined in 2A above; however, I have successfully completed at least three years of progressively higher level graduate education leading to a Ph.D. or equivalent graduate degree in an accredited educational institution concentrated in a field that is directly related to the work of this position, such as in aquatic ecology, fish biology, or coral research. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of hours of directly related progressively higher level graduate education leading to a Ph.D. and divide by the required number of course hours for a PhD. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: This position may require strenuous physical activity including periods of standing, swimming, SCUBA, walking, climbing, and lifting and carrying heavy objects. The park has tropical climate with high humidity and warm temperatures. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Environment: Work is performed both indoors and outdoors in all types of weather associated with a tropical setting. Assignments may be performed in potentially hazardous areas including open ocean, shallow coral reefs, surf zones, steep slopes, rocky terrain, volcanoes, caves, firelines, swamps, and forests coral reefs, open ocean, and forests. Flying in fixed wing aircraft and helicopters is possible.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

The National Park of American Samoa is located on three of the islands of the U.S. Territory of American Samoa, 2,600 miles SW of Hawaii, in the Southern Hemisphere. The 10,500 acre park preserves the only mixed-species paleotropical rainforest in the U.S. National Park System, and 2,500 acres of the territory's Indo-Pacific coral reef. All lands are leased from villages and the American Samoa Government. Climate is tropical, with temperatures in the 80'sand 90's with up to 100% humidity year- round. Average rent for a 2 bedroom apartment or house ranges from $600 to $1,000 per month (utilities not included). Only Samoans are allowed to own land; others are allowed to lease land. Limited shopping and medical facilities, and doctors recommend elective surgery be performed on the mainland. There are public schools in all Samoan villages but education standards are not the same as in the U.S. A small number of private schools are available. A valid U.S. passport is required to travel to American Samoa.
