The Office of the Principal Deputy Assistant Secretary of Defense for Research and Engineering (PDASD (R&E) supports the Assistant Secretary of Defense for Research and Engineering (ASD(R&E)) manage policy and oversight for the R&E programs in the Military Services and Defense Agencies, ensuring the Department's R&E Program develops technologies needed for the continued technological superiority of US forces.

The primary responsibilities of the USD(AT&L) include:

  • Supervising Department of Defense acquisition
  • Establishing policies for acquisition (including procurement of goods and services, research and development, developmental testing, and contract administration) for all elements of the Department of Defense
  • Establishing policies for logistics, maintenance, and sustainment support for all elements of the Department of Defense
In addition to performing the above functions, the USD(AT&L) has oversight responsibility for: military installations and their environment; operational energy plans and programs; major weapon systems; missile defense programs; space and intelligence programs; and nuclear and chemical and biological defense programs, including Nunn-Lugar programs and the nuclear forces.

Help

As a Grants Policy Manager, NH-1109-4, your typical work assignments may include the following under supervision:

  • Serves as the senior action officer and subject matter expert for all DoD policies and procedures regarding grants, cooperative agreements and similar non-procurement transactions subject to DoD Directive 3210.06, Defense Grant and Agreement Regulatory System (DGARS).
  • Responsible for coordinating a wide range of policies related to awards subject to the DGARS derived from various government sources with affected DoD stakeholders to implement that guidance or other relevant requirements.
  • Ensures required processes are followed, including but not limited to, receiving formal coordination from affected DoD Components, prior to routing regulatory revisions to the DoD office that coordinates with the Office of Management and Budget (OMB) prior to publication of any rules in the Federal Register.
  • Independently provides comments on proposed legislation, regulations, and policy that relate to or may affect the award and administration of grants, cooperative agreements and other financial assistance awards.
  • Develops policies and procedures for the data system that provides for the collection, retention, and dissemination of management and fiscal data related to non-procurement instruments.
  • Develop or comment on policies affecting awards subject to the DGARS.
  • Lead or participates in ad hoc and recurring working groups and committees that relate to or require expertise in awards subject to DGARS.
  • Interfaces with senior officials and representatives from the Military Departments, other DoD organizations, other Federal agencies, Congressional Committees, the White House, the private sector, the academic community, and the national scientific and professional societies and organizations with regards to subjects that relate to or require expertise in awards subject to DGARS that are not issued under its authority
  • Participates in DoD's annual response to federally required National Science Foundation survey of US agency R&D funding.

Qualifications

You may qualify at the NH-04 level, if you fulfill the following qualification requirement:

One year of specialized experience at or equivalent to the NH-03/GS-13 pay band or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:: Experience providing policy oversight of award and/or obligation of funds for grants, cooperative agreements, and other related instruments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
