Duties

Help

This full-time position is located in the Maintenance Division of the New River Gorge National River, Gauley River National Recreation Area, and Bluestone National Scenic River. This position will cover all duties required of employee in Daily Operations of the Park(s) and to assist in projects and tasks essential to the Park's mission. The incumbent may be assigned anywhere in the Park(s) when required.

  • Performs routine maintenance and repair of grounds, exterior structures, buildings, equipment and related utilities. Performs minor carpentry repairs using simple measures and hand tools on such tasks as assigned by supervisors. Performs minor painting of facilities and associated sites and equipment. Performs minor plumbing duties to include common repairs and preventative maintenance. Utilizes and is able to perform routine and preventative maintenance to small equipment to include mowers, weedeaters, leaf blowers and other equipment required in daily operations.
  • Operates a powered lawn mower, powered weedeater, and powered carpentry tools, operates up to 2 ½ ton truck towing a utility trailer. Maintains safety check on division vehicles, i.e., batteries, brakes, fluids, etc.; keeps vehicles clean.
  • Works with other employees in manual labor duties to include such tasks as digging ditches, moving equipment/materials, and other heavy lifting/moving tasks. Employee needs to be familiar with handling and proper safety procedures involving cleaning chemicals and fuel products encountered in operations including understanding and using SDS (Safety Data Sheets), along with proper PPE usage. Makes routine and emergency repairs at all park facilities as required.
  • Collects and properly disposes of trash and recyclable materials. Cleans and services chemical toilets, restrooms, office and storage areas, and other campground or visitor facilities. Operates a truck to pick up supplies, to dispose of trash and recyclables, to transport materials to and from work sites while assisting on project work, and performing daily operations.
  • Receives, unloads and processes incoming shipments according to established procedures. Reports discrepancies and damage to others responsible for such items. Operates a forklift to load and unload supplies and light equipment not requiring special rigging.
Area Information:
The duty station of this position will be located at either the headquarters complex in Glen Jean, West Virginia, at the Burnwood complex in Lansing, WV, or at the Grandview complex in Beaver, WV. These are each a small rural community located approximately 10 miles from Beckley, WV. Beckley offers a wide range of educational (K-12 and small colleges) opportunities, medical, dental, hospital, and banking services, entertainment, shopping, and other amenities common in a small city, including passenger air, rail, and bus services. Major medical, shopping, educational, and other services can be found in the Charleston, WV (60 miles north of Beckley). Housing available for rent or purchase is readily available in cities and towns surrounding the park. Rental and purchase prices of housing are considered moderate. There are outstanding recreational opportunities available in the local area including hiking, varied water based activities, camping, rock climbing, snow skiing, horseback riding, mountain biking, fishing, hunting, etc. In addition to the three units of the National Park Service, you will find over a dozen State Parks, Forests, and Wildlife Management Areas, within 50 miles of Beckley, including Army Corps lakes, and two U.S. Forests.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least 18 years old due to the hazardous work (i.e. work with chainsaws, driving a motor vehicle, etc.).

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

  4. Ability to interpret instructions, specifications, etc. (includes blueprint reading)

Examples of experience for this position include: performing a variety of trades such as landscaping and grounds maintenance, carpentry, painting, plumbing, custodial and other trades in maintaining roads and grounds (mowing, weedeating, using chainsaws), performing carpentry repairs to interior and exterior of structures, basic plumbing repairs (clogs, faucets), and painting of interior and exterior of structures. Repair and operate a variety of tools and equipment associated with the various trades.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 or 1730 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

1,730 Waiver Information: Only for approved positions in identified geographic locations, the Not to Exceed limit for seasonal temporary time limited appointments is increased to 1,730 hours which will be determined upon selection.


Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Physical Demands: Works from ladders, scaffolds and platforms and where surfaces to be coated, or the parts of systems worked on are hard to reach that require incumbent to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Frequently lifts, carries and sets up parts and equipment that weigh up to 40 pounds.

Working Conditions: Work is performed inside and outside where dirt, spray, and fumes are present. Also required to work in inclement weather and/or wear protective equipment and clothing that are sometimes heavy and
uncomfortable.

The National Park Service has determined that the duties of this position not suitable for telework.
