The purpose and role of the incumbent is to serve as the Executive Officer providing executive leadership and direction to all administrative operations and business management activities in the Office of the Assistant Secretary for Public Affairs (ASPA). The incumbent serves as a key member of the ASPA's top management team and provides executive leadership and direction to all administrative operations and business management activities throughout the ASPA and related activities Department-wide.

As an Executive Officer, you will:

  • Set priorities for administrative, management and information technology (IT) programs and projects and provide direction and advice to all organizational components on efficient and effective strategies to ensure Government resources are efficiently and effectively managed.
  • Provide executive leadership and direction in the coordination and execution of ASPA administrative and business functions.
  • Develop and maintain intra-agency and interagency liaison, cooperation and working relationships with key experts and professional organizations in the health care, public health, and human services fields, and with State and local officials.
  • Oversee and direct a staff of professional, technical, and support personnel. Perform associated supervisory and managerial duties, including organization of work groups, determination and adjustment of program goals, policies, objectives, and procedures, and resolution of policy and technical issues referred by subordinate managers for executive-level attention.

In order to qualify for this GS-15 position: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) to include:

  1. Directing a complex administrative program spanning budget, human capital, procurement, contracting, grants, and information technology (IT) functions to support organizational mission needs.
  2. Establishing and communicating administrative and management policies, procedures, and strategies in collaboration with senior agency leadership.
  3. Advising senior officials on administrative, fiscal, and management issues with significant policy and operational impact.
  4. Overseeing professional, technical, and support staff through subordinate managers, while coordinating with senior officials across Federal, State, local, and private sector partners to advance organizational goals.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
