The position is located in the Office of the Solicitor (SOL) at the Department of the Interior and reports to the Principal Deputy Solicitor.

The incumbent carries out the following specific responsibilities:

1. The Regional Solicitor is responsible for directing, supervising, and participating in the provision of legal services, counsel, advice, and all other legal work arising in the Region covering the entire spectrum of Departmental operations.

2. The incumbent implements legal policies, procedures, decisions, and practices prescribed by the Solicitor for Departmental programs and issues.

3. The incumbent furnishes specialized legal expertise in a vast and varied array of legal fields including (1) administrative law and procedures; (2) legislative law and procedures; (3) constitutional law and procedures; (4) laws affecting Indians; (5) international law and procedures; (6) court rules and procedures; (7) contract and procurement laws; (8) real and personal property laws; (9) and specific and related laws, rules and regulations pertaining to the various Departmental bureaus, offices, programs, functions and activities.

4. The incumbent reviews the work of attorneys for legal sufficiency; determines workload; reviews and determines fiscal and personnel requirements; and determines the impact of new programs and projects.

5. The incumbent appears as counsel in contract negotiations and administrative hearings and proceedings; reviews and prepares contracts, grants, leases, and other legal documents; develops legal theories, tactics, and procedures; prepares for and assists in the trial of matters litigated and appealed in federal courts; provides technical and policy guidance in the solution of complex legal issues; performs exhaustive research; provides legal advice, opinions, decisions and new and novel legal procedures, instruments, and documents required to facilitate and provide the most effective operation, administration, and enforcement of various Departmental programs and activities.

  • Selections are subject to Department approval. Initial appointments to the SES must have to undergo an ECQ based structured interview with Office of Personnel Management (OPM).

  • Agencies must request OPM approval to appoint current or former (within 5 years) Executive Branch political appointees to permanent competitive service, non-political excepted service, or career SES position.

To meet the minimum qualifications, you must submit a two-page resume (max) that shows you possess the Executive Core Qualifications (ECQs) and two Technical Qualifications (TQs). To be considered, only the first 2 pages of your resume will be reviewed to determine your eligibility/qualifications.

Technical Qualifications (TQs) are designed to assess an applicant's experience relevant to the specific position requirements. Your resume should clearly demonstrate your experience and accomplishments related to the two TQs below:

TQ 1: Expert knowledge of and competency in the application of the full range of laws and regulations related to most of these areas: grazing, natural resource damage assessment and restoration, education, water resources, Indian affairs, fish and wildlife, parks, energy, minerals, mining, procurement, patents, grants, contracts, tort claims, environmental impact, equal employment opportunity, personnel, Freedom of Information Act, and litigation.

TQ 2: Demonstrated executive level ability to coordinate and oversee both litigation and administrative proceedings.

Your two-page resume should also show that you possess the Executive Core Qualifications listed below: By statute, the Office of Personnel Management prescribes Executive Core Qualifications (ECQs) for the appointment of career SES members. The ECQs were designed to assess executive experience and not technical expertise.

ECQ 1-Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2 - Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.


Qualifications will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken. Typically experience will have been gained at the GS-15 or equivalent level in the private sector or non-governmental organizations.

Already SES Certified? If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, you only need to submit a two-page resume and personnel action showing you have held a career SES position. SES CDP graduates must submit a two-page resume and a copy of their CDP program certification with their package.

Education

Applicants must have a J.D. or LL.B. degree and be current members in good standing of a bar of a State, the District of Columbia, or a territory or commonwealth of the United States.

Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.The Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. Pay is set based on consideration of the selectee's current salary and other factors. Effective January 1, 2010, OPM must authorize any employment offers we make to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-career SES employees in the executive branch.
