Summary

You will serve as a FUL - Recreation Fee Technician. The primary purpose of this position is to perform a variety of duties associated with the collection, deposit, tracking, and expenditure of fee revenue and donations collected from the public. At this grade level, the position is primarily responsible for carrying out a wide variety of clerical and technical assignments that involve the application of fee program knowledge and the policies, procedures, and practices of fee collection.

Full-time - You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Recreation Fee Technicians work weekends and holidays in a rotating work schedule.

Occasional travel - You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes. Employee may need to drive between Haleakala Summit district and the Kipahulu District.

Some of the major duties you will perform include but are not limited to the following:

  • Assist higher level personnel with auditing fee collection program components/systems (e.g., cash registers, road/trail registers, honor systems, automated fee machines (AFMs), donation boxes, etc.).
  • Process reservation arrivals and departures; create, modify, and/or cancel reservations; monitor inventory, quotas, and reservable versus first-come, first-served availability.
  • Perform recurring or standardized reconciliation duties involved with ensuring fee and/or donation funds collected are appropriately deposited in the proper accounts or functional areas.
  • Maintain accountability records of fee collections showing transactions from the point-of-receipt to the time-of-deposit

As a condition of employment for accepting this position, you will be required to serve a 1 year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. All qualifications must be met by the closing date of this announcement-09/15/2026-unless otherwise stated in this vacancy announcement. All candidates must also meet Time-in-Grade requirements.

To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Minimum Qualification Requirements:

To qualify for this position at the GS-05 grade level:

Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-04 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: ?????performing duties associated with the collection, deposit, tracking, and expenditure of fee revenue and donations collected from the public. You must include hours worked on your resume.

- OR -

Education: Successful completion of 4 years of education above the high school level, if related. Education must demonstrate the knowledge, skills, and abilities necessary to do the work.

- OR -

Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a bachelor's degree, in excess of 60 semester hours, and divide by 60 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions.

The defined vicinity for this position is: Maui County.

Physical Demands: This position requires standing for long periods of time, as well as walking, bending, and lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, or emergency response
duties.

Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations.
