At the full performance level (GS-07) the major duties of this position include, but are not limited to the following:

  • Plans, develops, implements, and evaluates the park-wide volunteer program including the assessment of needs, recruitment, training, placement, monitoring, safety, overall program evaluation and parkwide recognition.
  • Serves as the primary contact and liaison for potential and current volunteers and volunteer groups and responsible for developing and maintaining new volunteer partnerships in support of the parks.
  • Plans, develops, and organizes special volunteer project activities/events and coordinates logistical and administrative elements associated with such projects/events. Coordinates large scale volunteer activities such as quarterly parkwide volunteer days.
  • Works with park staff to identify and plan new volunteer opportunities and initiatives.
  • Responsible for monitoring, tracking and reporting on volunteer hours and volunteer program budget.

Qualifications

All qualifications must be met by the closing date of this announcement -09/07/2026- unless otherwise stated in this vacancy announcement.

To receive credit for experience, your resume MUST state either 40 hours a week or Part-Time with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST state:

  1. the nature of the duties and responsibilities for each position;
  2. starting and ending dates of employment (month/year); and
  3. total hours worked (as indicated above).
  4. If position was developmental in nature, resume must breakdown duties and start/end dates per grade level.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications:

To qualify for this position at the GS-07 grade level: your resume must show at least one (1) year of specialized work experience equivalent to the GS-06 in the federal service. Specialized experience equips the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience for this position may include:

  • Provide day-to-day oversight for a volunteer or youth work program
  • Work with outdoor volunteer/youth projects
  • Recruit volunteers/youth for park projects
  • Work with others to implement special projects for volunteers provide support that contributes to the overall success of volunteer/youth achieving specific goals.

Successful completion at least 1 year of graduate level study (18 hours). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Superior Academic Achievement (SAA): Successfully completed a bachelor's degree in a directly related field AND meet one of the following:

  1. Class Standing: rank in the upper 3rd of the graduating class in the college, university, or major subdivision, based on the completed courses -OR-
  2. Grade-Point Average (GPA): earn a GPA of (a) 3.0 or higher out of a possible 4.0 ("B" or better) based on 4 years of education, or based on courses completed during the final 2 years of the curriculum -or- (b) 3.5 or higher out of a possible 4.0 ("B" or better) based on the average of the required courses completed in the major field, or the required courses completed during the final two years. -OR-
  3. Membership in a National Scholastic Honor Society.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions.

Physical Demands: The work involves a combination of sedentary office work and field work including walks and hikes, engaging in strenuous physical work like exotic plant removal and trail work, and standing for long periods of time and carrying reasonable loads. Good physical condition and the ability to adapt are essential. May occasionally engage in stressful situations when dealing with visitor, volunteer and or youth program participant complaints.

Working Conditions: The work is performed both indoors in office setting and outdoors throughout the year. Local travel may be required to meet volunteer groups or work leaders, meet with community groups, or attend meetings. The incumbent is required to work outside in all types of weather and terrain conditions. Days and hours of work may vary from a regular scheduled tour of duty to nighttime, holiday, or weekend tours of duty as youth and volunteer program operations demand.
