As a Supervisory Contract Specialist (Branch Chief), NQ-1102-03, you will:

  • Lead contracting work and oversight for the Naval Reactors Laboratory Field Office (NRLFO) and its major contractors, ensuring that all government and contractor contracting activities are carried out effectively, economically, and in accordance with applicable requirements.

  • Serve as a warranted Contracting Officer, planning, negotiating, justifying, awarding, and administering prime contracts that support laboratory operations and program needs for highly complex Naval Nuclear Propulsion Program projects funded by the Department of Energy (DOE) and the Department of Defense (DoD).

  • Provide thorough researched information, documentation, and advice to the Division Director to support sound decision making and resource allocation for contracts and related program activities.

  • Identify, either independently or through staff, actual or potential problems in government and contractor contracting activities, and takes timely and appropriate action to resolve issues and improve effectiveness and efficiency.

  • Manage contract performance and administration by developing and maintaining systems to evaluate and monitor contractor performance; negotiating contract changes and options; resolving contractor delays and claims; and reviewing major subcontracts prepared by contractors in accordance with established thresholds.

  • Supervise a small staff engaged in contracting and oversight work, including managing work assignments, schedules, timecards, and leave; and, in addition to serving in a Department of Energy / National Nuclear Security Administration (DOE/NNSA) position, performs ongoing duties on a permanent non-reimbursable basis for the Department of the Navy, including work with foreign organizations and foreign governments as assigned.

  • Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.
  • First time supervisors will be required to serve a 1-year probationary period.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified in this announcement. Situational telework may be approved.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.

Qualifications

In addition to demonstrating the basic requirement listed in the education section of this announcement, applicants must also demonstrate possession of specialized experience.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NQ-02 (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Experience with federal contracting laws, regulations, and procedures; skilled in negotiating and administering complex contracts and leading procurement activities.
  2. Negotiating and communicating to explain, defend, and advocate positions and build effective internal and external relationships.
  3. Supervising teams, including organizing, directing, and reviewing work to achieve mission and project goals.
  4. Experience with acquisition rules; interpreting guidance for others and presenting complex issues clearly to senior leaders.

INDIVIDUAL OCCUPATIONAL REQUIREMENT
This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience.

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    AND

  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph 4.

  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs 1 and 2 above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph 4, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
