Duties

Help

As a IT Specialist (Branch Chief), NQ-2210-03, you will:

  • Lead information technology and cyber security oversight of prime contractor operations, including audits and assessments to evaluate efficiency, effectiveness, and compliance with Federal Government, Department of Energy, Department of Defense, and Naval Nuclear Propulsion Program requirements.
  • Plan, develop, and manage the annual budget for government information technology resources (unclassified and classified computing, telecommunications, peripherals, and information technology support) and ensure efficient execution of funds.
  • Serve as the primary information technology point of contact to the Department of Energy for the Energy Information Technology Services unclassified network at Naval Reactors Laboratory Field Office locations, including developing and implementing related policies and procedures.
  • Oversee Navy/Marine Corps Intranet services at prime contractor locations, including performing Information System Security Manager functions such as certification, accreditation, and account management.
  • Coordinate and lead responses to Department of Energy Office of Inspector General and other audit activities related to information technology and cyber security, and manage subcontractor performance supporting unclassified and classified networks for Naval Reactors Laboratory Field Office and Naval Reactors Headquarters personnel.

  • A one year probationary period may be required. Employees serving on probationary period may be terminated at any time during the probationary for performance, conduct, or business-related reasons in the interest of Federal service.
  • Probationary periods are required for new employees appointed to competitive service positions for the first time.
  • Reinstated employees who returned to Federal service after a break in service of 30-days or more and who have not completed a probation will be required to complete a new probationary period.
  • Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.
  • First time supervisors will be required to serve a 1-year probationary period.

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified in this announcement. Situational telework may be approved.

Basic Qualifications: In order to meet basic qualifications for GS-2210 positions, individuals must have IT related experience demonstrating each of the competencies defined below:

  1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To meet this requirement, you must demonstrate proficiency in each of the four competencies listed above as follows:

Advanced - You can perform the actions associated with each of these competencies without assistance. You are recognized within your immediate organization as "a person to ask" when difficult questions arise regarding each of these competencies. Focus is on broad organizational/professional issues; You have consistently provided practical/relevant ideas and perspectives on process or practice improvements which may easily be implemented; You are capable of coaching others in the application of each of these competencies by translating complex nuances relating to each competency into easy to understand terms; You participate in senior level discussions regarding these competencies; You assist in the development of reference and resource materials in these competencies.

Specialized Experience Requirements: In addition to demonstrating the basic qualifications listed above, applicants must also demonstrate possession of specialized experience.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NQ-02 or GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Experience leading enterprise-level oversight, including interpreting and applying Federal IT and cybersecurity laws, regulations, and guidance to audit and oversee contractor operation of IT systems;
  • Experience supervising or directing multidisciplinary IT staff, setting priorities, assigning work, evaluating technical approaches, and ensuring alignment with organizational mission needs;
  • Experience supporting mission-critical environments involving secure networks or other regulated technical systems requiring adherence to strict security and operational controls; and
  • Experience developing and managing budgets and effectively interacting with senior government and contractor officials.
