1. Directs Aquatic Nuisance Species prevention and containment program field operations. Organizes schedules and executes a wide variety of Integrated Pest Management (IPM), Aquatic Nuisance Species (ANS), and natural resource management projects. Plans field projects, independently choosing from among several possible courses of action at different stages of each project (e.g., selects site locations, sampling techniques, appropriate equipment, logistics, etc.).

2. Clearly and effectively communicates information related to aquatic nuisance species to the visiting public, park colleagues, and staff from park partner and permittee organizations.

3. Provides operational supervision over subordinate employees educating and advising visitors on aquatic invasive species prevention regulations, on activities that impact upon the preservation of natural and cultural resources, and on the proper and authorized used of facilities.

4. Provides administrative and technical supervision to at least 4 subordinate employees on a regular and recurring basis throughout the annual work cycle.

5. Responsible for the on-the-job safety of all employees and volunteers supervised.

Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Requirements Continued:

Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.


As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. EXPERIENCE
To qualify at the GS-09 level, you must have at least one full year of specialized experience at the GS-07 level in the federal service (obtained in either the public or private sectors). Specialized experience is defined as experience that involved supervision of a large field program focused on watercraft inspection and decontamination, maintain program equipment, perform inspection and decontamination, outreach and research pertaining to aquatic invasive species mitigation.

EDUCATION
Successful completion of 2 full academic years of progressively higher-level graduate education ormaster's or equivalent graduate degree related to the occupation. Examples of related education include but are not limited to -- natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. Transcripts must be submitted.

COMBINATION OF EDUCATION AND EXPERIENCE
Successful completion of a combination of education and experience as described above. For example, 6 months of specialized experience (50% of the specialized experience) and 18 graduate level semester hours (50% of the education), would qualify an applicant for this position. You must include transcripts.

Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: This position involves sedentary work but is also required to stand for long periods of time in the outside environment, as well as walk, bend, and lift moderately heavy items. Other physical demands including crawling under and in tight spaces in boats and mental stress and physical fatigue occur due to high volume of personal contacts.

Working Conditions: Work is primarily performed outdoors which results in exposure to extremes of temperature, rain, wind, and direct sunlight. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone in isolated locations

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
