The Antitrust Division is seeking to fill an Information Technology Specialist (eDiscovery) position in the Litigation Support Section.

As an Information Technology Specialist (eDiscovery) you will:

  • Interpret complex technical requirements into practical terms for Electronically Stored Information (ESI) processing, coding layout design, and implementation.
  • Serve as a technical and eDiscovery resource for both legal and litigation support staffs in eDiscovery negotiation calls/meetings with outside parties, vendors, and other Government agencies, offering consulting services, and troubleshooting ESI productions to and from ATR, including On-Us Discovery.
  • Serve as a resource in the areas of deduplication, use of search terms, Technology Assisted Review (TAR), Early Case Assessment (ECA), and evaluation of discovery burden claims.
  • Understand TAR negotiations -- reviewing proposals for potential issues, providing technical advice to legal staff to evaluate the merits of the proposals.
  • Review and evaluate different litigation support techniques that can be adapted to the ATR environment.
  • Research, develop, evaluate, test, administer, document, train, and troubleshoot new litigation support tools.
  • Write and review ESI documentation and data extraction guidelines.

Qualifications

You must meet the Basic Requirements and the Specialized Experience to qualify for the IT Specialist (eDiscovery), as described below.

Basic Qualifications: Applicants must have IT-related experience demonstrating each of the following competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

  6.   8. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals.
  9. Technical Competence - Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

AND

In addition to the basic requirement, you must meet the Specialized Experience Requirements. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled.

To qualify for this position at the GS-14 level, your resume must reflect at least one year of specialized experience equivalent to the GS-13 level.

Specialized experience must demonstrate the following:GS-14 level: One full year of specialized experience, equivalent to the GS-13 performing ALL the following:
  • Planning, managing, and troubleshooting the eDiscovery lifecycle, including ESI processing, deduplication, search terms, TAR, and ECA.
  • Configuring, testing, and troubleshooting applications such as Relativity, CaseMap Suite, and other Litigation Support tools.
  • Translating ESI/eDiscovery requirements for non-technical staff and negotiating data format issues with vendors and agencies.
  • Developing and maintaining production specs, load file checklists, and ESI documentation/guidelines.
  • Overseeing production data conversions and manipulation, including use of regular expressions.
  • Delivering training and documentation on litigation support tools; advising attorneys and trial staff on ESI handling.
IMPORTANT: A full year of work is 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited based on time spent in appropriate activities. Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
