Help

  • Manage daily fee operations, including collection, safeguarding, reconciliation, deposits, and expenditures.
  • Maintain POS systems, automated fee machines, reservation platforms, and related technologies; troubleshoot and coordinate IT/vendor support.
  • Train staff, volunteers, and partners on fee policies, procedures, systems, security, and internal controls.
  • Analyze fee data, identify trends, and recommend operational, policy, or procedural improvements.
  • Conduct and coordinate fee audits; monitor risk and implement internal controls.
  • Support pricing analysis, comparability studies, financial reviews, and budget planning/execution.
  • Develop fee program communications, digital content, reports, and public-facing materials.
  • Coordinate visitor use surveys; analyze visitor data and feedback; recommend service and program adjustments.
  • Manage fee waivers, exemptions, backcountry permits, and academic/research requests.
  • Draft project proposals, estimates, and documentation; coordinate fee-funded projects; serve as COR for related contracts.
  • Review, evaluate, and implement third-party agreements and partnerships.
  • Maintain records for accountability, inventory, stock, chargebacks, reconciliation, and deposits.
  • Resolve complex fee, reservation, refund, and accounting issues; review and correct system settings and transactions.
  • Provide front-line visitor services, issue passes and permits, operate POS systems, and conduct fee compliance checks.
  • Transport revenue securely and ensure accurate, timely Treasury deposits.
  • Represent the park in community and partner engagements; participate on teams and committees.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:

  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and

Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. All qualifications must be met by the closing date of this announcement-07/24/2026-unless otherwise stated in this vacancy announcement. All candidates must also meet Time-in-Grade requirements.

To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-09, you must meet one of the following minimum qualifications:

EXPERIENCE: One year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of Recreation Fee Specialist, GS-0501-09 (Note: One grade interval work such as assistant or technician work in a single grade occupational series at the GS-07 level does NOT qualify for this position, however GS-08 level may). Examples of specialized experience include, but not limited to: providing technical assistance, programmatic advice and support on accounting, auditing, budget, and/or revenue collection; resolving fee program planning issues; assisting with identifying fee program/project needs; assisting with programmatic audits of a fee program. You must include hours per week worked on your resume.

EDUCATION: 2 full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree or LL. B or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. You MUST submit a copy of your transcripts indicating degree earned and credit hours in order to qualify based on education.

COMBINATION: Combination of education and experience. NOTE: Only graduate education beyond the first year is creditable. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. You must include transcripts and hours worked on your resume.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional information

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity for this position is: permanent residency on the Islands of St. John and St. Thomas.

Physical Demands: This position may require standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties.

Working Conditions: This position typically works in an office environment, but may also work at an entrance station, visitor center, and/or visitor contact station. Work may be performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High
levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations.
