This position serves as an Administrative Officer, an integral member of the management team, providing a wide range of administrative services, advice, and counsel for a complex organization within the Fish and Wildlife Service (Service).

Salary: $61,722 - $80,243 per year. First time hires to the Federal government normally start at the step 1 rate.

  • As the primary financial advisor, analyzes, evaluates, and manages accounting and control systems to maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources. Analyzes historical budget and financial data, as well as new and/or changing program plans, to develop and prepare budget estimates and justifications for current-year, budget-year, and out-year budget planning. Identifies actual and/or potential funding problems, fiscal trends, significant program deficiencies and imbalances, analyzes conditions, and recommends adjustments and solutions.
  • Provides advice and guidance to supervisors and employees on regulations, policies and procedures related to human resources management. Prepares pertinent forms and documents. Assures that electronic personnel action requests, concurrences and/or authorizations, and associated back-up documents, are submitted accurately and in a timely manner to the servicing human resources office. Monitors status of requests through completion. Circulates information about training courses available, dates to be held, and other pertinent information.
  • Provides advice and counsel on established administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans. Provides input and analysis for management decisions by articulating administrative management requirements.
  • Responsible for overall organizational procurement activities. Advises and assists in determining needs and acquiring equipment, supplies, materials, and repair services on the basis of necessity and availability of funds. Prepares procurement documents, determines appropriate sources, conducts market research, and prepares justifications as necessary. Ensures that expense items are obligated and invoices are processed in accordance with the Service's financial management guidelines and with regulatory and legal requirements.
  • Serves as the day-to-day supervisor for a team of administrative support personnel responsible for preparing administrative policy, coordinating administrative work procedures and prioritizing office management practices as a supervisor to subordinate staff of clerical and/or administrative workers. Plans, assigns, and reviews work; adjusts short term priorities; establishes performance standards and evaluates performance; approves leave and certifies time and attendance; recruits and interviews candidates for positions and recommends personnel actions; hears and resolves complaints from employees, referring those unresolved to a higher level supervisor; recognizes and rewards good performance; effects minor disciplinary actions and recommends actions in more serious cases; identifies training needs of employees and arranges for training as needed; improves production or quality of work directed; and supports and implements Government-wide, Departmental, Fish and Wildlife Service, and Regional Equal Opportunity programs.

Qualifications

All qualifications must be met by the closing date of this announcement-07/29/2026-unless otherwise stated in this vacancy announcement. All candidates must also meet Time-in-Grade requirements.

To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

General Experience Requirement:

To qualify for this position at the GS-09 grade level:
  • Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: one year of specialized experience equivalent to at least the grade GS-07 in the normal line of progression for this occupation. Examples of specialized experience would typically include, but are not limited to: Monitoring the status of funds, tracking organizational expenditures, and reconciling budget reports to prevent overspending; Processing and reconciling fiscal documents, such as purchase orders, travel vouchers, and procurement receipts; Use of excel spreadsheets and various financial system databases to analyze, summarize, reconcile and report financial data; and responds to a variety of incoming administrative requests and questions from employees, managers, and the public. You must include hours per week worked. -OR-
  • Education: Successful completion of at least a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree in a related field, such as Business Administration or Public Administration and that provided the knowledge, skills and abilities to perform this work or a LL.B. or J.D., if related. NOTE: To qualify under this option, you must submit transcripts (official or unofficial) to verify your education.. -OR-
  • Combination of education and experience. The combination of specialized experience and directly related graduate level education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only graduate education beyond the first year is creditable to meet this standard. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity for this position is: 50 miles from the official duty station of Willamette Valley National Wildlife in Corvallis, Oregon. You must provide proof of residency within the defined vicinity (e.g. mortgage or property deed, lease/rental agreement, utility bill, insurance policy, etc.). Physical Demands: The work is sedentary and there is some walking, standing, bending, and lifting or carrying of objects.

Working Conditions: The work is performed in an office setting which is adequately lighted, cooled, heated, and ventilated. When working indoor areas or outdoor areas or out-buildings, the incumbent may be required to wear protective clothing and be expected to observe safety precautions.
