Help

Provides facility management expertise for park unit initiatives. Participates in policy decisions, develops management documents, monitors functions for compliance, and represents the park in public interactions.
Prepares annual maintenance budgets using NPS programs, participates in OFS requests, manages project funding, tracks property inventory, and compiles cost data.
Defines project scope, goals, and alternatives for facility changes; coordinates professional consultations and project document review.
Acts as liaison for compliance on environmental and cultural issues, implements pollution prevention and sustainable operations, ensures adherence to NPS and regulatory standards.
Supervises staff, handles recruitment, work plans, promotions, scheduling, evaluations, training, and resolves personnel issues; supports EEO programs.

The probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Managing maintenance programs for various facilities, including planning activities and preventive measures; 2) Overseeing construction and maintenance by private contractors, reviewing plans, communicating requirements, and ensuring compliance; 3) Performing maintenance, estimating costs, directing operations, and liaising with funding organizations. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Work is mostly sedentary in an office setting. At times, walking, hiking, climbing, bending, and moderate lifting are required. Periods of sedentary work may be followed by extremely demanding physical or mental work as would be experienced in emergencies (e.g., fires, floods, and other natural or man-made disasters); the incumbent must have the ability to lift up to 50lbs. The work requires hiking trails in varied terrain ranging from urban to remote backcountry. Hiking requires climbing over rocky and very steep slopes. Further, it requires climbing and bending associated with on-site inspections in buildings and construction sites.

Working Conditions: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation, repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations. Incumbent must be able to endure extreme climatic conditions (10 to 125 degrees F., >90% humidity, and extreme heat index). Field work and transit between sites in the park involves urban risks such as noise and traffic congestion, areas of high crime and vandalism, and other illegal activities in close proximity. Additional environmental complexities include an adjacent airport with overflights and crashes in the park, as well as an adjacent oil refinery that has failed resulting in damage to park resources. Historic agricultural fields currently in use, rivers and waterways, and areas of dense vegetation pose other risks ranging from the use of heavy equipment to venomous snakes and spiders as well as wild animals.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

In order to be considered for this position, you must complete all required steps in the process. These assessments measure the critical competencies listed above that are required to successfully perform the job.

The panel resume review assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will not be considered for the position if you score below the cut score or fail to complete the assessment.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
