At the full performance level GS-09, the major duties of this position include, but are not limited to the following:

1. Project Planning: Develops project agreements, estimates for project management services and other documents required to complete the project set-up phase. Working within a multidisciplinary team, applies field construction knowledge to assist with the review project scopes, participates in the development of design scopes of work, and/or assists with the preparation or review of independent government estimates. Participates in design/review conferences, charrettes, and studies with NPS historical architects, conservators, archeologists, outside firms and stakeholders, etc. to review aspects of project design relating to project construction work. Reviews project plans and specifications prior to construction to become familiar with the project scope. Develops meeting minutes and/or agendas for pre-bid, bid-opening, and pre-construction meetings. Reviews construction and/or design work schedules prior to the start of a project to setup baseline information for projects.

2. Project Tracking and Documentation: Utilizes required software program to setup project ledgers, creates and tracks resource usage throughout the life of a project. Develops progress meeting minutes, tracks material and sample deliveries on construction sites and documents design and/or construction progress using daily and/or weekly logs. Develops logs to track Requests for Information (RFI's), Requests for Proposals (RFP's) and contract modifications.

3. Project Execution: Assists with on-site inspection and coordination of construction and engineering work required for construction projects. Monitors construction work, coordinating with project inspectors and technical representatives to ensure project goals are met and work items are performed in accordance with project plans and acceptable work practices for simple projects. Observes, investigates, and reports on construction at all stages to senior staff. Coordinates with senior staff for resolution of minor issues. Communicates clearly with all project stakeholders. Responds to concerns voiced by all parties. Reviews and interprets drawings and specifications for the methods and materials employed. Documents scope and needed changes; prepares cost estimate; and submits needed paperwork through project/contract administrator. Prepares daily work logs, material submittals, project schedules, and other applicable documents for review by senior staff. Reviews payroll applications and invoices by contractor for compliance with wage and hours and other applicable labor laws andregulations.

4. Contracting Officer Representative (COR) Duties: Serves as a certified COR in accordance with applicable training and the requirements of Federal Acquisition Regulations on projects assigned.

The primary purpose of this position is to perform work involving the management and control of a variety of design, construction, stabilization, repair, restoration, and accessibility projects.

Area Information
San Juan National Historic Site consists of a system of 400+ year Spanish fortifications and bastions that encircle the 500-year-old City of San Juan, Puerto Rico. Puerto Rico is the smallest island of the Greater Antilles chain. The island is 35 miles wide and 100 miles long with the highest elevation at 3000 feet.

Average island temperature year-round is 82-87 degrees during the day and 72-77 degrees at night. The San Juan metropolitan area has all amenities including excellent health services and retail stores. Recreational opportunities can be found island wide.

San Juan airport is located 7 miles from the park and is serviced by most major airlines with nonstop flights to major hubs. Flight time to Miami is 2.5 hours and Atlanta is 3.5 hours. Cost of living is considered moderate.

Puerto Rico has a 11.5% of sales tax. Cost of Living Allowance (COLA) is 2.49%.

To qualify for this position at the GS-9 grade level, you must meet A, B, or C defined below:

A. Specialized Experience: To qualify for the GS-9, you must possess at least one full year of specialized experience equivalent to at least the GS-8 grade level in the Federal service, or comparable experience not gained through Federal service. * Note: For in-service applicants ONLY, one year of specialized experience at the second lower level (GS-7) is creditable. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include:
  • Engineering aid or technician or surveying technician performing work directly related to construction.
  • Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, insuring adherence to safety requirements.
  • Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.

Education: Possess two full years of graduate education or a master's degree in a field directly related to the work of the position.

Combination of Education and Specialized Experience: Possess a combination of specialized experience and graduate education directly related to the work of the position that together meets 100% of the qualification requirements for this position.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. Physical Demands: The work requires physical exertion. For example, long period of standing, walking over rough, slippery, uneven or rock surfaces; recurring bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (such as testing, sampling, or measurement equipment). Work requires regular visits to construction, industrial, riverine, or other outdoor sites.

Working Conditions: The work environment involves regular and recurring exposure to moderate risks and discomforts which require staying alert and taking special safety precautions, such as wearing special protective items of clothing, gear, or equipment (e.g., hard hat, steel toe shoes, eye and
ear protection, respirator, etc.). Construction sites are typically outside and may include remote locations. May be exposed to dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration; electrical hazards; moving parts and machinery. May be required to enter high voltage areas and/or contaminated areas, requiring the use of proper safety procedures and protective equipment and clothing. Special hazards may be involved in working on tunnels and shafts at extreme vertical heights and working around sites using explosives in performing excavation. Outdoor conditions involve moderate exposure to wind, rain, cold and hot weather, rivers, and flash flood areas.
