GS-7 Major Duties:

  • Performs duties of limited scope and complexity in all aspects of budget activities.
  • Combines productive work with the learning of a variety of advanced skills, techniques, and procedures.
  • Assignments are primarily for the purpose of increasing ability to perform in higher-level budget and finance positions.
  • Receives formal and on-the-job instruction and training designed to familiarize the employee with functions and operations of the organization, and to provide experience in the practical application of laws, rules, regulations, policies, and procedures involved in budget work.
  • Participates in program and budget planning and correlation of work plans with administrative and regulatory requirements involving appropriated and other funds, materials, and staffing levels.
  • From specific instructions, performs assignments from inception to final accomplishment of project including all necessary study, collection of pertinent information, data recording, drafting correspondence, assisting with reports, etc.
  • Analyzing and developing details of portions of the unit's budget or auditing specific financial records.
  • Assignments in other administrative areas may be included to broaden understanding of NPS activities.

GS-9 Major Duties:

  • Assists with the development, preparation, and revision of the unit budget, and in the preparation of instructions to managers regarding funding estimates and budget planning for the coming fiscal year.
  • Drafts procedural guidance concerning the format for submission of annual estimates of funding needs.
  • Provides required data and assistance to program managers and unit staff in developing budget and program planning summaries.
  • Assists with execution of the current year budget for the unit, including analysis of needs, recommendation for modifications, and making allotments.
  • Checks the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments by comparison with source documents (e.g., acquisition records, historical financial data, payroll reports, and fixed cost data).
  • Prepares data summaries for inclusion in routine and special reports on budget execution. Tabulates cost data on individual projects (e.g., construction, research, or maintenance) and applies basic budget analysis (e.g., cost-benefit ratios) to budgetary data to illustrate the effects of changes in levels of funding for current projects.

Qualifications

All qualifications must be met by the closing date of this announcement-07/16/2026-unless otherwise stated in this vacancy announcement.

To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.


To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
  • Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-05 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: assisting in developing budget and program planning; assisting in auditing and reprogramming accounts; performing finance and budget work using automated spreadsheet programs or automated financial systems; preparing trend analysis by identifying areas of concern to management. You must include hours per week worked. -OR-
  • Education: Successful completion of at least one (1) full academic year of graduate education related to the occupational level of studies in directly-related fields such as advising, and interpreting financial policies, laws, and other financial guidance, performing budget formulation, and budget execution. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must include transcripts. -OR-
  • Combination of education and experience. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
  • Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: Use of accounting systems to execute financial transactions. Extracting data from financial systems to prepare reports and analyses. Interpreting data in financial systems to identify status of transactions, identify problems, and develop resolutions. Use of financial systems to determine balances of funds and accounts. Working with customers to develop solutions to financial or budget problems. Applying knowledge of organizational structure, programs and work methods to determine whether estimates of funding needs and requests for allotments are in line with program plans. Assisting in providing guidance for content and format for submission of estimates and requests for funding needs. Under direct guidance, assist in developing methods and techniques of budgeting for annual and multiyear funds to ensure planning and continuance of major projects. Prepare reports for status of funds review and provide balances to inform program managers of spending trends and availability of resources. You must include hours per week worked. -OR-
  • Education: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. You must include transcripts. -OR-
  • Combination of education and experience. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Superior Academic Achievement (SAA): Successfully completed a bachelor's degree in a directly related field AND meet one of the following: (1) Class Standing: rank in the upper 3rd of the graduating class in the college, university, or major subdivision, based on the completed courses; OR (2) Grad-Point Average (GPA): earn a GPA of (a) 3.0 or higher out of a possible 4.0 ("B" or better) based on 4 years of education, or based on courses completed during the final 2 years of the curriculum -or- (b) 3.5 or higher out of a possible 4.0 ("B" or better) based on the average of the required courses completed in the major field, or the required courses completed during the final two years. Note: GPA will be rounded to one decimal place, for example, 2.95 = 3.0, 2.94 = 2.9; OR (3) Membership in a National Scholastic Honor Society.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Probationary Period: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:
  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.

Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application.
