This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.
These positions will be assigned to the Buildings and Utilities Branch of Facility Management supporting Big South Fork National River and Recreation Area, Obed Wild and Scenic River and Manhattan Project National Historical Park at Oak Ridge with a duty station in Oneida, TN. As a Maintenance Worker the duties will include but are not limited to the following:
Performs routine maintenance and basic repairs on buildings, grounds, exterior structures, equipment, facilities, and related utility systems. Assists higher-graded maintenance workers and trades personnel in the completion of more complex maintenance and construction projects.
Performs minor carpentry work using basic hand and power tools, including repairing picnic tables, replacing damaged boards, installing precut window glass, adjusting doors, and replacing hinges, latches, catches, and other hardware.
Applies paint, stain, sealants, and other protective coatings using brushes and rollers in accordance with established procedures and project specifications. Assists with surface preparation and cleanup activities.
Performs minor plumbing repairs and maintenance, including replacing faucet washers, tightening or replacing fixtures and fittings, clearing clogged drains, replacing liquid petroleum gas cylinders, and reporting deficiencies requiring advanced repair.
Maintains campground facilities, picnic areas, trails, visitor use areas, and related grounds by collecting trash, resetting barriers, performing minor grading and surface restoration, and completing general upkeep activities.
Cleans, services, and performs routine maintenance on restrooms, comfort stations, chemical toilets, and other visitor facilities. Identifies maintenance deficiencies and reports issues requiring higher-level repair.
Receives, unloads, stores, and distributes supplies, materials, and equipment. Reports damaged shipments, inventory discrepancies, or shortages to appropriate personnel.
Appointment subject to background investigation and favorable adjudication.

SCREEN OUTS: Minimum Qualifications: Perform simple and routine work involved in the maintenance and repair of grounds, exterior structures, buildings, and related utilities, requiring the use of two of the trade practices associated with occupations such as carpentry, masonry, plumbing, electrical, cement work, painting, and other related trades. I have used simple measures and hand tools to replace broken planks on picnic tables; broken windows using precut stock; minor adjustments or replaces hinges, latches, and catches. I have used a brush and roller on projects where appearances are not critical such as staining picnic tables and trash barrels. I have performed routine maintenance on campground sites and trails using hand tools to re-grade and reset barriers to restore areas to original appearances. I have operated a light truck to pick up supplies and to transport materials to and from work sites. I have cleaned and serviced chemical toilets, restrooms, and other campground or visitor facilities. My work has been under close supervision and I referred unusual problems to the supervisor or a higher graded employee.
