At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

  1. Serves as principal advisor on all natural and cultural resource programs. Directs an intricate program of resource management activities that involve sensitive and complex issues that may impact a wide variety of park issues.
  2. Directly supervises permanent GS-11 Archeologists/Museum Curators and temporary staff, directing them in tasks to meet resource management program goals and objectives.
  3. Responsible for all aspects of the park's compliance program, including reviewing and developing agency comments on proposed projects within the park boundary.
  4. Based on results of inventories, in-depth studies, and monitoring, incumbent develops credible preservation, mitigation, stabilization, and restoration projects that are needed to restore and/or maintain resource integrity.
  5. Identifies research and preservation needs, prepares requests for-proposals or statements of work, and provides oversight for projects.
Salary Range Information (Per Annum):
GS-12: $89,508 - $116,362 per annum

Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You may be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

As a condition of employment for accepting this position, you may be required to serve a 1-year probationary or 2-year trial period, during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary or trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Qualifications:

To qualify for this announcement, you must meet the (1) Individual Occupational Requirements and (2) Specialized Experience described below for the series/grade to which you are applying.

Requirements for the Archeology Series 0193:

(1) Individual Occupational Requirements:

A) Education:
1. Degree: Degree that includes 3 semester hours each in the following course areas:

  • History of archeology.
  • Archeology of a major geographical area such as North America or Africa.
  • Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
  • Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques.
  • Archeological field school to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techin1ques and report preparation by participation in actual field work.

AND

Six semester hours of related course work in:

  • Geography, geology, or cultural geography;
  • History, historiography, or historical archeology;
  • Environmental studies;
  • Scientific writing (nonfiction English composition); and/or
  • Surveying.

AND

Archeological field school.

2. Related Curriculum: Degree in anthropology with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A) 1 (including archeological field school).

OR

B) Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A) above, plus appropriate technical experience or additional education.

OR

C) Experience: Four years archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

In addition to meeting one of the (1) Individual Occupational Requirements listed above, applicants must also meet the (2) Specialized Experiencefor the Archeology Series 0193, as outlined below:

(2) Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Experience conducting bio archaeological/osteological assessments and reports, cultural resource inventory surveys, and archeological field surveys;
  2. Experience with archeological excavation projects, and assessments and documentation projects;
  3. Experience with laboratory analysis of artifacts, and preparation of technical reports; and
  4. Experience with Native American Graves Protection and Repatriation Act (NAGPRA)-related work including participating in consultations, determinations of NAPRA significance, and cultural affiliation assessments.

MUST MEET ALL SPECIALIZED EXPERIENCE STATEMENTS.

Requirements for the Museum Curator Series 1015:

(1) Individual Occupational Requirements:

A) Degree:
Degree in museum work; or in an applicable subject-matter field.

OR

B) Combination of Experience and Education: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

OR

C) Direct Experience: Four-years of experience that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study as shown in A above.

Education

In addition to meeting one of the (1) Individual Occupational Requirements listed above, applicants must also meet the (2) Specialized Experience for the Museum Curator Series 1015, as outlined below:

(2) Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Experience applying the principles of museum management, and using technical expertise in their application;
  2. Experience assisting with the management of long-term museum collection storage, and providing and/or assisting with access to research of these collections;
  3. Experience documenting museum collections with special emphasis on architectural, archeological, archival, and history collections; and
  4. Experience assisting with project development including planning and management of a unit and/or program and working with other staff members that deliver museum services and support.

MUST MEET ALL SPECIALIZED EXPERIENCE STATEMENTS.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Temperatures below freeze occur in winter months. Spring through fall present discomforts caused by biting insects and hot, humid temperatures. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, wetlands, and forests.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to occasionally telework with supervisor approval.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
