Help

As a Budget Analyst your duties will include but are not limited to the following:

  • Leading the development, execution, and continuous improvement of the organization's budget programs.
  • Evaluating program financial plans and operational cost structures to ensure alignment with
    authorized levels and strategic direction.
  • Contributing to workforce planning decisions by analyzing labor cost scenarios, full-time
    equivalent (FTE) utilization, and staffing sustainability.
  • Collaborating with organizational and bureau-level financial management offices to synchronize accounting data with program execution information.
  • Responsible for the full execution cycle for appropriated funds, including apportionments, sub allotments, operating plans, reprogramming actions, and distribution of supplemental/emergency funding.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.

You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Under applicable law, the employment of an individual serving a probationary period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary period, such appointments are terminated.

Upon completion of your probation your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

All qualifications must be met by the closing date of this announcement-07/17/2026-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Minimum Qualification GS-13

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: tracking expenditures by proper accounts and type; providing information on salary calculations and employment ceilings for incorporation into budget planning, preparation, and execution; analyzing and evaluating changes in program plans and funding and their effect on the budget; and preparing financial reports consistent with regulations and guidelines. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the job announcement. Specifically,

Physical Demands: The work is primarily sedentary, with some walking, standing, and carrying documents. Travel to regional units or field locations for financial reviews or briefings may occur.

Working Conditions: The work is performed in a typical office setting with normal safety precautions. Occasional field visits may expose the employee to conditions common in operational wildland fire support environments but not requiring special safety measures.

This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants. The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second hurdle will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration. The panel will measure the specialized experience and critical competencies and/or job elements listed below that are required to successfully perform in the position.

The U.S. Wildland Fire Service (USWFS), an organization within the Department of the Interior (DOI), responds to wildfires and promotes fire-resilient landscapes across more than 500 million acres of public and tribal lands nationwide. The USWFS has full program authority and coordinates the DOI wildland fire management program in its entirety. It ensures coordination within DOI, the Bureaus it serves, other federal agencies -- particularly the U.S. Department of Agriculture (USDA) Forest Service -- as well as non-federal agencies, state foresters, tribes, and a variety of stakeholder groups representing volunteer firefighters.
