Help

The major duties of the Interdisciplinary (Scientist) position include, but are not limited to, the following:

  • Directs and supervises an intricate program of natural, historical, and other cultural resources activities that involve sensitive and complex issues that may impact a wide variety of park issues.
  • Develops and implements long-range plans for the inventory, evaluation, documentation, preservation, species recovery, research, and interpretation of natural, historical and other cultural resources within the appropriate mission, objectives, and resource contexts.
  • Prepares and updates the natural and cultural resources sections of the park's plans, environmental protection plans and projects, and specific actions plans pertaining to the management and protection of natural and cultural resources.
  • Determine compliance pathways for a wide variety of park projects including categorical exclusions (CE), environmental assessments (EA), and environmental impact statements (EIS).
  • Collects, analyzes, and synthesizes scientific information from research; monitors resources management actions including Threatened and Endangered (T&E) species recovery efforts; coordinates the proper accessioning and care of the museum collections, and prepares reports and communicates findings widely for specific projects.

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

As a condition of employment for accepting this position, you will be required to serve a 1year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:

  • your performance and conduct;
  • the needs and interests of the agency;

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. This is an Interdisciplinary position, you must meet the BASIC educational requirement for at least ONE series *AND* meet the Specialized Experience and/or Education in order to qualify for this position.

Basic Requirement for the Social Scientist GS-0101:A: Have a degree in behavioral or social science; or related disciplines, appropriate to the position.

OR

B: Have a combination of education and experience that provide the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR

C: Have four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Basic Requirement for the Biologist GS-0401:A: Have successfully completed a bachelor's or higher in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Note: You must submit your transcripts.

OR

B: Have a combination of education and experience in courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Note: You must submit your transcripts.

Basic Requirement for the Physical Scientist GS-1301:A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Note: You must submit your transcripts.

OR

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Note: You must submit your transcripts.

- AND -

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: managing natural, historical, and/or other cultural resource projects that involve sensitive and complex issues; developing and implementing long-range plans for the inventory, evaluation, documentation, preservation, species recovery, research, and interpretation of resources within the appropriate mission, objectives, and resource contexts; preparing and updating resource sections of park plans, environmental protection plans and projects, and specific action plans; determining compliance pathways for park projects such as categorical exclusions (CE), environmental assessments (EA), and environmental impact statements (EIS); providing technical expertise in all areas related to data collection, analysis, synthesis, reporting, and communicating results of resource management actions including Threatened and Endangered species recovery efforts. You must include hours per week worked.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work is sedentary, but at times requires travel to repositories of information and may require visits to remote sites, which require walking or riding over rough, uneven surfaces. Documentary research and report writing work is sedentary, which entails the ability to
concentrate and write for long periods of time.

Working Conditions: Most work is performed in offices, archives, and libraries. Assignments may entail work with dusty records or objects.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
