Summary

The primary purpose of the position is to perform recurring building and/or utility maintenance and operation duties and to assist journeymen and other higher graded maintenance workers. Incumbent utilizes knowledge and skills in several trades and crafts. The duties described by this position may not fully meet the type of work to be performed or there may be work that this position does not do in each of the specialties; however, if the general intent is met then this position is appropriate.

Performs masonry work of limited difficulty involving the maintenance, repair, construction, and/or
stabilization of historic sites built of stone, mortar, or adobe and/or contemporary buildings, features or
structures.
Applies premixed paints or stains to masonry, gypsum board or wood surfaces using brushes or rollers.

  • Paints various types of structures such as interior and exterior metal, wood and masonry surfaces, and a variety of wooden trim and new and old cabinets.
  • As directed/prescribed, mixes soils, water and amendments for mortars or adobes; removes damaged portions of walls or other similar architectural features in preparation for repair work and may perform duties that require a basic knowledge of applicable techniques and procedures to complete simple projects; and records location, time, and materials involved in process.
  • Replaces defective siding, steps, windowsills and thresholds; replaces glass panes and damaged portions of concrete or wooden walks and/or steps. Uses both hand and power tools such as hammers, bars, handsaws, screw drivers, squares, skill saws, jig saws, routers, hand-held belt sanders and drills.
  • Performs plumbing tasks such as replacing hose bibs, valves, nipples, unions and elbows, fixtures, toilets, flush valves, faucets, and various types of pipe and copper lines. Cut and thread pipes and winterizes water systems. Utilizes a variety of materials, tools, and equipment associated with the plumbing trade.
CAREER SEASONAL: Career-Seasonal appointments are permanent positions and include the same benefits as permanent appointments, but do not provide work on a year-round basis. You will work for approximately Jan-June & Mid-Jul - Dec (Non-Pay Status 7/4-7/17), and you will be in a non-pay status for the remainder of the year.

  • Uniform: You will be required to wear a uniform and comply with the uniform standards. A uniform allowance will be provided.
  • Class 1 Water Distribution: You will be required to obtain a Class 1 Water Distribution certification within 6 months from entrance on duty.
  • Minimum Age Requirement: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Probationary Period As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:

  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and

QUALIFICATIONS
To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

SCREEN OUT: Have experience that demonstrates the ability to perform the full range of Maintenance Worker tasks in at least two of the following trades assisting journeymen or other higher graded maintenance workers. Experience must be demonstrated in at least two of the following trades: Carpentry (constructs, installs, repairs and replace items such as doors, shelves, etc.); Painting (preparing surfaces, determine painting materials to be used and method of application, and painting a variety of surfaces); Plumbing (replace
various valves, unions, elbows, fixtures, toilets, faucets and various types of pipe and copper lines, cut and thread pipes, winterize water systems, etc.); Roofing (repairs and patching, tar and paper, metal foam roofs and asphalt shingles); Electrical (repairs including removing, replacing, tightening, splicing, and insulating defective wiring and fixtures; Cement Finishing (building and setting forms for sidewalks and steps, mixes pours, spreads, and levels cement and concrete in preparation for final finishing; Masonry (maintenance,
measures, determines amount of concrete, sets forms, pours and finishes concrete to blueprint standards and project specifications); Wastewater Plant Operator (monitoring equipment and gauges, performing routine tests, recording the results in reports, collecting samples, adjusting the rate of flow and amounts of chemicals to be used; Water Plant Operator (monitoring pumping equipment, regulating water, reading meters gauges and charts, recording readings and preparing reports). If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. First time hires to the Federal government normally start at the lower salary range of the grade level.

Physical Demands: Physical effort is heavy to moderate, and requires occasional lifting or handling of objects or materials up to 50
pounds, unassisted, following proper lifting procedures to avoid injury. Frequently required to stand while working, climb ladders or scaffolding, and bend, stoop, climb, and work in awkward positions.

Working Conditions: Exposed to a variety of seasonal weather conditions while working outdoors (temperatures -40 to 90+ degrees).
Subject to danger of falling from ladders or scaffolding. Exposed to dust, dirt, wind, and rain. May work with dangerous chemicals and around moving equipment; paints, solvents, etc. May be exposed to electrical shocks, and biting insects.
