At the full performance level (GS-09) the major duties of this position include, but are not limited to the following:

  1. Administers the Commercial Use Authorization and Special Park Uses program at the division and park levels.
  2. Advises management on strategies to improve management of park resources.
  3. Maintains relationships with internal contacts and personnel of all park divisions, including Outer Banks Group park management, and National Park Service regional and Washington Office personnel.
  4. Maintains regular external relationships and contact with special interest groups, non-profit organizations, commercial businesses, educational and scientific institutions, and the general public.
  5. Develops operating plans and procedures for the Outer Banks Group Special Park Uses program for approval by the Deputy Superintendent or Superintendent. Assures that staff is knowledgeable of the program guidelines and assures procedures comply with policy and legislation.
  6. Analyzes and reviews all documents required for issuance of a permit for accuracy, validity, and appropriateness. Documents communications with applicants and the decision-making process for administrative record.
This position serves as the Commercial and Special Uses Coordinator for the Outer Banks Group national park sites (Cape Hatteras National Seashore, Fort Raleigh National Historic Site, and Wright Brothers National Memorial). This position will manage the commercial use authorization program and special park uses program which includes commercial use, commercial filming, special events and other park uses which are required by law to be permitted by the superintendent. The incumbent maintains close communication and solicits input from the park management team, district leadership teams, and other park personnel on special park uses scheduled for specific park areas.

AREA INFORMATION:
The coastal areas of the Outer Banks are comprised of several towns and villages including Manteo (closest town to duty station), Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, and Ocracoke. These areas are beach destinations and the beaches, Albemarle and Pamlico Sounds, provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other water-based activities. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. These towns all have homes for sale or rent and are within reasonable driving distance. These areas have many modern conveniences, such as grocery stores, retail shopping, banks, a hospital, and many restaurants.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You may be required to work on-call, evenings, weekends, holidays, and overtime.
  • If you are a new employee in the Federal government, you may be required to complete a one-year probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.

Qualifications:

To qualify for this position you must meet the Specialized Experience OR Educational Requirements for the GS-9 level.

Specialized Experience: To qualify for the GS-9, you must possess at least one full year of specialized experience equivalent to at least the GS-7 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Experience in applying Policy, Regulation, and Technical Requirements to Job Functions;
  2. Experience coordinating with internal and external contacts;
  3. Experience monitoring activities and ensuring compliance/regulations are being followed;
  4. Experience reviewing, evaluating, and processing administrative documents; and
  5. Experience in maintaining organized administrative files and records in accordance with established policy and procedures.

MUST MEET ALL SPECIALIZED EXPERIENCE STATEMENTS IF QUALIFYING BASED SOLELY OFF SPECIALIZED EXPERIENCE.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED)

Combination of education and experience: A combination of specialized experience and education that totals 100% of the requirement for the GS-09 grade level. (TRANSCRIPTS REQUIRED)


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Salary Range:
GS-09: $62,640 - $81,436 per annum
A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.


This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work is primarily sedentary and involves working in an office environment. There will be some walking, standing, carrying of light items, and driving automobiles. Field trips are required for the purpose of monitoring and inspecting permitted activities. No special physical demands
are required to perform the work.

Working Conditions: Work is performed in an office environment, with numerous distractions. Travel to various field locations may be necessary to plan events, review conditions and restrictions, attend meetings, and monitor events. Outside environments are subject to seasonal insect infestations and coastal climate conditions.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
