This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply. Open to ICTAP/CTAP eligible applicants.
Develops and uses databases to enter, organize, perform preliminary analysis of collected field data.
Assist professional staff in planning field research and resource monitoring programs for evaluating rare, threatened and endangered plant species, vegetation communities' population dynamics, ecosystems relationships and public health/safety issues.
Enter and process data using computer software applications (e.g., Access, ArcGIS etc.).
Coordinate project compliance (NHPA, NEPA) seeking oversight and guidance.
Appointment subject to background investigation and favorable adjudication.
Meet Selective Service Registration Act requirement for males.
Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
You may be required to complete training and operate a four-wheel drive vehicle.

Qualifications
All qualifications must be met by the closing date of this announcement, 05/08/2026, unless otherwise stated in this vacancy announcement.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement.
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Research activity or control program work, nursery work that required the growing and maintenance of plants in a controlled environment, work comparable to that with a large dairy farm where production records, animal environment, and sanitary conditions were kept in accordance with modern dairy practice. Farming experience that was not performed in a controlled environment, or experience as a laborer who was not responsible for planning and scheduling his/her own work, but only performed assigned tasks, would not qualify as specialized experience. You must include hours per week worked.
-OR- EDUCATION: Successful completion of at least a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses such as biology, chemistry, statistics, entomology, animal husbandry, botany physics, agriculture, or mathematics. At least six semester hours must have been directly related to the position being filled. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, I have 6 months of specialized experience (50% of the experience requirements for this position and grade level) combined with two years of education as outlined above (50% of the education required to qualify) totaling 100%. This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity for this position is: 75 miles from 501 Norzagaray Street San Juan, PR 00901. Residency will be verified during the hiring process.
