Duties

Help

Serves over the Project Management Division at Reclamation's Phoenix Area Office. This position supervises and mentors Project Managers, coordinates program activities that includes management, control, and execution of assigned projects. This position provides oversight for a variety of PXAO mission essential project management issues surrounding Salt River Project SRP flood control and water management issues, Central Arizona Project additional operational capability projects, implementation of high profile and sensitive special projects. Through this Division the Phoenix Area Office is currently working on multiple-large projects with an estimated cost of over $12 Billion.

Coordinates and assists in developing implementation strategies and fostering collaborative relationships with stakeholders, including other Reclamation Offices, other Federal, state, tribal and local governments, in order to successfully plan and implement assigned projects.

Employs program and project management principles, practices and processes in the most effective manner to achieve successful outcomes and operational efficiencies. Considers and advises on issues and initiatives related to water resource management, power generation and transmission, administration and negotiation of contracts and agreements, Indian water rights settlements, federal laws, court decisions and decrees, treaties, and regulatory guidelines and their interrelation to projects and programs.

Plans, assigns, and evaluates work performance of all subordinate employees. Develop and mentor employees to be successful project managers. Responsible for developing performance standards; reviewing quality and timeliness of work; and rating employee performance.

Qualifications

To qualify at the GS-13 level, your resume must reflect one year of full time experience equivalent to at least the GS-12 in Federal service advising on issues and initiatives related to water resource management, power generation and transmission, administration and negotiation of contracts and agreements, Indian water rights settlements, federal laws, court decisions and decrees, treaties, and regulatory guidelines.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/24/2026.

This position does not allow substituting education for experience.

Condition of Employment For Probationary Period: As a condition of employment for accepting this position, you may be required to serve a 1 year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:

  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.

Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. You may be required to serve an initial supervisory probation period.

Permanent Change of Station (PCS) expenses or first-post-of-duty relocation expenses are authorized, as applicable, with the exception of the Guaranteed Home Sale Provision. The Tax Cuts and Jobs Act (TCJA), signed into law December 2017, suspends the moving expense deduction and the exclusion from income of qualified employer reimbursements of moving expenses that was allowed under previous tax laws. Employer reimbursements for moving costs are now generally taxed at the same rate as ordinary income.
