The incumbent is responsible for leading all aspects of cemetery operations, including horticulture, preventative maintenance, visitor services, logistics, ceremony planning and execution and associated administrative tasks. Supervises and leads a team of non-English speaking staff, ensuring conformity to local labor laws and regulations. Serves as the Contracting Officer Representative overseeing on-site construction and repairs. Maintains constant coordination and cooperation with the ABMC horticulture staff. The Superintendent overseas and is responsible for preventive maintenance of cemetery facilities, ornamental features and grounds to determine the nature of required repairs and takes appropriate corrective actions.

The selectee will be required to obtain a diplomatic passport and appropriate visas (at the cost of the Agency) prior to assignment.
The selectee will be required to live in assigned, government quarters typically located on the cemetery grounds.
English language schooling for school age dependents may be limited in the vicinity of this assignment.
The selectee will receive post allowance and/or post differential in accordance with Department of State Standardized Regulations (DSSR) in lieu of locality pay. More information on DSSR benefits can be found here.
On this overseas accompanied tour, medical and dental services may not be available in the immediate location and/or may be provided solely by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require the selectee to initiate a change in your health benefits plan to ensure coverage.
Eligibility for foreign area benefits will be determined at the time of hire, and may change at any time depending on law, regulation and Agency policy.
The majority of entitlements through a civilian Permanent Change of Station (PCS) with the government will be considered taxable benefits by the Internal Revenue Service (IRS). However, any additional taxes incurred will be offset either by government regulations, Agency policy, or both, as applicable.

Qualifications
Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.
Language Requirement
ABMC operational positions are located overseas and proficiency in French is a requirement for final selection for this role. Commission representatives may correspond with applicants in the required language throughout the application process. Applicants will be evaluated by a third-party testing organization to determine their proficiency in speaking, listening comprehension, and reading using the Interagency Language Roundtable (ILR) scale. You should be prepared for a language evaluation immediately upon consideration. A minimum score of ILR speaking 2+ / reading 2+ is required to qualify.
