This position is located within the Office of the Chief, Washington Metropolitan Area. Reporting to and serving as a strategic advisor to the Chief of Police, the incumbent is a critical and integral member of the senior management team of the United States Park Police (USPP), serving to accomplish the Force's mission.

Help

The major duties of this position include but are not limited to:

  • Internally, work with Chief of Police, Executive Command Staff and senior management officials, and externally with park partners.
  • Serves as a member of the Force's senior management team, providing recommendations and critiques regarding overall agency administrative operations.
  • Communicate with USPP staff and officials, internal and external law enforcement partners, DOI officials and members/staff of Congressional offices.
  • Managerial responsibilities consist of a wide range of authorities to direct, coordinate, or oversee various administrative programs. Incumbent exercises higher level authorities such as dealing with outside units or organizations, providing input and resolution on personnel issues.
  • The incumbent is responsible for, directs, and supervises work that is primarily administrative, but which cuts across many different operational management arenas, including budget execution, human resources management, property management, and information technology.

As a condition of employment for accepting this position, you will be required to serve a 1 year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • You may be required to travel overnight away from home on occasion. You must obtain a government charge card for travel purposes.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Supervising subordinate staff and directing and managing complex programs. (2) Providing program leadership, oversight, budget formulation, policy development and implementation, and/or professional direction. (3) Working with the Human Resources Office to support the HR operations of a park or program. (4) Coordinating the formulation and execution of a complex budget for a large organization, and experience overseeing acquisition, contracting or and financial assistance operations. (5) Developing procedures and policies that govern the business and operating policies of a large organization. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: The work is primarily sedentary and performed indoors in an office setting. Normally the employee may sit comfortably to do the work. Some walking or standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences; occasional travel may be required. May carry light items, such as reports, data products and notebooks. No special physical ability is required. Mental stressful and taxing situations are frequently present.

Working Conditions: Work is performed in an adequately lighted, heated, cooled and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms. The incumbent observes normal safety precautions when working in and traveling away from the work site.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
