This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.
This is a permanent, career-seasonal position subject to a period of non-pay status for up to one pay period (two weeks) per year, scheduled in January. Career-seasonal appointments are permanent positions and include the same benefits as career appointments, but do not provide work on a year-round basis.
Major Duties:
Prepare and complete remittance reports and bank deposits for funds donated and/or collected by others. Review shift reports and count funds collected; Investigate and proactively resolve routine or recurring discrepancies, and track overages, shortages, and errors.
Serve as a front-line, uniformed representative of the NPS, answering visitor questions, and explaining the area's recreational opportunities, including NPS interpretive services, concession-operated facilities and services, campground availability, hiking trails, etc.
Perform assignments in accordance with all NPS and U.S. Treasury regulations governing the handling of government funds.
Review and verify the functionality of new fee related systems or modifications to existing systems as a result of regulatory and program requirements.
Review and verify the accuracy of manuals and/or standard operating procedures for the implementation of new and existing system designs and/or modifications.
Provide informal and formal training and education to employees, partners, volunteers, interns, cooperating association representatives, etc. regarding automated and non-automated fee processes, systems, software programs, tools, etc.
Physical Demands: This position requires standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties.
Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations.
Area Information:Arches National Parkcontains the world's largest concentration of natural stone openings. Arches, spires, balanced rocks, canyons and fins of colorful red rocks are set against the dramatic backdrop of the La Sal Mountains, rising to over 12,000 feet in elevation. Due to Arches' close proximity to Moab, which is only five miles away, the park is a very popular destination for tourist from all over the US and the world, with a current visitation of almost 1.5 million annually.

Incidental Driving: You may be required to operate a government (or private) motor vehicle as part of your official duties. Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
Work Schedule: You may be required to work on-call, evenings, weekends, holidays, and shift work.

Qualifications

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing fee collection, accounting, or financial duties to include operating a point-of-sale system; using an automated financial system to perform accounting and/or financial transactions; ensuring accountability of funds and accurate financial record; or resolving software issues that arise in the remittance and/or fee collection process. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. If you are using education to qualify you must submit a copy of your transcripts.

Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience described in A above (50% of the experience requirement), and 12 semester hours of graduate study from an accredited institution (75% of the qualifying education) as specified in B above, equals greater than 100% of the total requirement. (You MUST submit a copy of your transcripts indicating number of credit hours in order to qualify based on the combination option).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b).

This position will be filled under the Field Unit Local Hiring Authority. Eligibility is limited to applicants who reside within the defined local commuting area at the time of application. For this announcement, the local commuting area is the area from which individuals can reasonably commute to the duty station under normal conditions. The defined vicinity for this position is within a 120-mile radius of Moab, Utah. Residency will be verified during the hiring process.
