Summary

This position serves as the Deputy CFO of the American Battle Monuments Commission with a duty station in Arlington, VA.

As a senior budget officer, the position is responsible for the stewardship of the agency's budgetary resources and financial management practices; development and execution of appropriated funds in support of the mission and strategic direction of the agency; and advising leadership on the federal budget process to meet the resource requirements of an international agency.

Help

  • Demonstrated knowledge of and experience in budgetary and financial management oversight at an agency-level, including developing and presenting recommendations to senior level officials, the Office of Management and Budget, and Congressional appropriations committees related to the formulation, defense, and execution of agency resources.
  • A strong understanding of the Budget Control Act and related budget laws and regulations, including how to advise leadership on most appropriate courses of action.
  • Experience performing the full range of complex financial analysis, reporting, and tracking of budget execution for an agency to ensure funds are executed in compliance with established policies, procedures, and regulations.
  • Knowledge and general understanding of federal financial management functions, activities, and reporting requirements, including the financial statement audit, financial systems and internal controls, and apportionment and expenditure tracking sufficient to secure and defend the budgetary resources of the agency.
  • Skill in communicating planning, programming, and budgeting requirements to management and negotiating solutions to related resource challenges.

Qualifications

Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Specialized Experience: For the GS- 14 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13); or its non-Federal equivalent that demonstrates: demonstrated knowledge of and experience in budgetary and financial management oversight at an agency-level, including developing and presenting recommendations to senior level officials, the Office of Management and Budget, and Congressional appropriations committees related to the formulation, defense, and execution of agency resources; a strong understanding of the Budget Control Act and related budget laws and regulations, including how to advise leadership on most appropriate courses of action; experience performing the full range of complex financial analysis, reporting, and tracking of budget execution for an agency to ensure funds are executed in compliance with established policies, procedures, and regulations; knowledge and general understanding of federal financial management functions, activities, and reporting requirements, including the financial statement audit, financial systems and internal controls, and apportionment and expenditure tracking sufficient to secure and defend the budgetary resources of the agency; and skill in communicating planning, programming, and budgeting requirements to management and negotiating solutions to related resource challenges.

ACTIVE-DUTY SERVICE MEMBERS: In accordance with VOW to Hire Heroes Act of 2011 (Public Law 112-56),Current military members may apply by submitting a "certification" of active service in lieu of a DD-214.
