Directs cemetery staff and resources to assure that the cemetery is maintained to the very high standards of the ABMC. Duties

Help

The incumbent is responsible for planning, developing, reviewing, and operating a program to effectively coordinate all cemetery operations. Assures that the cemetery operates in harmony with local labor laws, customs, and regulations. Serves as the Contracting Officer Representative overseeing on-site construction and repairs. Maintains constant coordination and cooperation with the regional horticulture staff. The Superintendent conducts preventive maintenance inspections of cemetery facilities, ornamental features and grounds to determine the nature of required repairs and to take corrective actions.

Please note the following information related to this overseas assignment:

  • The selectee will be required to obtain a diplomatic passport and appropriate visas (at the cost of the Agency) prior to assignment.
  • The selectee will be required to live in assigned, government quarters.
  • The selectee will receive post allowance and/or post differential in accordance with Department of State Standardized Regulations (DSSR) in lieu of locality pay. More information on DSSR benefits can be found here.
  • On this overseas accompanied tour, medical, dental, and education services may not be available in the immediate location and/or may be provided solely by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require the selectee to initiate a change in your health benefits plan to ensure coverage.
  • Eligibility for foreign area benefits will be determined at the time of hire, and may change at any time depending on law, regulation and Agency policy.
  • Foreign laws or international agreements may have a direct impact on the ability of a selectee's same sex domestic partner or spouse to accompany the selectee and receive certain benefits. Qualifications

Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Language Requirement
ABMC operational positions are located overseas and proficiency in French is a requirement for final selection for this role. Commission representatives may correspond with applicants in the required language throughout the application process. Applicants will be evaluated by a third-party testing organization to determine their proficiency in speaking, listening comprehension, and reading using the Interagency Language Roundtable (ILR) scale. You should be prepared for a language evaluation immediately upon consideration. A minimum score of ILR speaking 2+ / reading 2+ is required to qualify. More information on the ILR scale is available online. If you are selected at the minimum score(s), you may be required to complete a language training program and/or re-test as a condition of continued employment.

Proficiency in any additional ABMC languages (Arabic, Dutch, Italian, Spanish, or Tagalog), while not required for selection, should be indicated on your application.

Specialized Experience: For the GS- 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11); or its non-Federal equivalent that demonstrates: Performing the full scope of supervisory duties by conducting all human resource management decisions including hiring, evaluation, discipline, and training; preparing and executing a budget for a program or organization; sets policy and develops standard operating procedures for the daily operation of an organization; promoting the services and products of an organization; engaging in speaking events; and preparing or delivering oral presentation.

For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: I have one year of specialized experience equivalent to the GS-09 grade level in Federal service which includes: Distributing or balancing the workload of others by supervising or overseeing a team project; monitoring expenditures to ensure cost-effective support of programs; promoting the services and products of an organization; and communicating with the public in a structured manner.

A Ph.D. or equivalent doctoral degree, or three full years of progressively higher graduate level education in an accredited or pre-accredited college or university leading to such a degree. ACTIVE-DUTY SERVICE MEMBERS: In accordance with VOW to Hire Heroes Act of 2011 (Public Law 112-56),Current military members may apply by submitting a "certification" of active service in lieu of a DD-214.
