The position described is that of the Supervisory Human Resource Specialist GS-0201-15 Classification, Performance Management & Policy Division Chief. This position is a second-level supervisory position that reports to the Deputy Assistant Director, Human Resources Operations (HRO), Office of Human Resources and Professional Development (HRPD), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

Help

The major duties of the Chief Supervisory Human Resources Specialist position include, but are not limited to, the following:
  • Supervising or managing functional areas within Classification, Performance Management, Policy, HR Quality Assurance, and Compliance.
  • Managing human resources policy and planning integration by providing leadership and guidance to HR and/or customer teams engaged in the development of major strategic policies, products, programs, and services.
  • Providing advice and assistance to leadership and is responsible for planning, conducting, and coordination of special studies and projects in Classification, Policy Development and implementation, Awards Recognition, and Performance Management. Incumbent participates with the Deputy Assistant Director, HRO and Assistant Director, HRPD in program planning involving all areas of HRPD and Bureau-wide as needed.
  • Recommending and revising policies and establishing new policies as required by changes in OPM or Department of Justice (DOJ) directives, new legislation, systems upgrades or precedent-setting decisions and other factors.
  • Creating presentations to key executives within the Bureau, key officials of the ATF program areas, and top management at the Department of Justice in all assigned functional areas.

Key Requirements:

  2. Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.

MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Qualifications

To qualify for this position at the GS-15 grade level, candidates must also have at least one year of specialized experience equivalent to the next lower grade level (GS-14) by the closing date of this announcement.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

Specialized experience must include all of:

  • Serving as principal advisor and consultant to the Assistant Director/Deputy Assistant Director, and other key management officials by facilitating the provision of authoritative technical guidance/training of all assigned functional areas; AND
  • Developing policies, programs, and/or solutions to address issues which are often of particular interest to or of concern to high-level Bureau and Department managers; AND
  • Integrating policies and operations by providing leadership, coaching, and guidance to immediate staff, customers or to ad-hoc cross-functional HR and/or customer teams engaged in the development of major policies, products, programs, and services; AND
  • Creating presentations to key executives within the Bureau, key officials of ATF program areas, and top management at the Department of Justice in all assigned functional areas; AND
  • Conducting research into new and developing HR areas, e.g., position management, position classification, and performance management. Promotes testing and implementation of approved HR innovations on a customer specific.
