Duties

Help

The primary duties of this position are:

  • Serves as the primary technical safety and health advisor to area, field, or construction office leadership and line managers.
  • Collaborates with the regional safety office and provides technical assistance to Contracting Officers and construction contract inspection forces in administering contract safety requirements.
  • Provides technical assistance, in coordination with the local or Regional Industrial Hygienist, on the anticipation, identification, evaluation and control of occupational health hazards.
  • Leads accident investigations and learning reviews to identify causal factors, contributing factors, systemic organizational deficiencies, and identifies recommendations for improvement.
  • Identifies, organizes, and coordinates safety training for managers, supervisors, and employees.
  • Participates and reviews in risk assessments, and job hazard analysis reviews of high-risk, unique, and unconventional activities and job tasks that could result in significant injury, employee fatalities, and significant property damage.
  • Provides technical advice and support to local management and environmental specialist staff on safety-related problems associated with the handling, storage, and disposal of chemicals, toxic, flammable, and explosive materials.
  • Advises local managers, supervisors, and employees on Federal OSHA, Departmental, and Reclamation safety and occupational health policies, guides, and standards.
  • Represents the Safety and Occupational Health Program in contacts with management, the public and private organizations in connection with public safety programs in which Reclamation has an interest.
  • Responsible for complying with safety instructions and regulations, ensuring their own safety and promptly reports unsafe acts, conditions, and incidents to senior management.
  • Reviews employee hazard reports and stop work orders to verify and validate the conditions reported and to recommend corrective actions necessary to mitigate hazardous conditions to senior management.
  • Reviews Environmental Site Assessments, other related hazardous material documentation, and ensures the Area Officecomplies with the Department of Interior's hazardous material/waste policy.

Qualifications

Education/Specialized Experience Requirements: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education or specialized experience requirement - this information must be clearly supported in the resume, human resources may not make assumptions in determining qualifications. INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Must meet one of the following Education or Experience:

EDUCATION: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

To qualify at the GS-12 grade level, your resume must demonstrate at least one year of full-time specialized experience equivalent in difficulty and complexity to at least the GS-11 grade level or pay band in the Federal Service or equivalent experience in the private or public sector. Specialized Experience must demonstrate all the following:

  1. Managing safety or occupational health program elements.
  2. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  3. Experience in one or more environmental compliance related fields such as Air Quality; Water Quality; Hazardous Waste; Pollution Prevention; Solid Waste Management/Recycling; and spill response to complete tasks/projects.
  4. Reviewing safety and environmental standards, specifications, and plans of projects and collaborating with planners and designers to ensure compliance.
  5. Conducting site investigations, audits, and surveys and collaborating with customers and other organizations to resolve safety and environmental compliance concerns.
  6. Supporting development of and providing training to personnel for safety and environmental compliance.

Selective Placement Factor: This position requires a current, valid Driver's License. Failure to provide proof of such license will cause you to be rated ineligible for this position.

Physical Demands: The incumbent commonly spends time traveling in the field to observe operational practices and frequently conducts surveys and inspections. The work in the field requires standing, walking, reaching, bending, and climbing ladders and stairs. The remainder of time is spent in mostly sedentary activity in an office setting. The work environment includes, but is not limited to, office settings, construction sites, drilling sites, recreation sites, as well as visits to limited access areas such as tunnels, pipelines, gate chambers, etc. Safety measures are observed, and protective clothing and equipment are often required.

Education

You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
