This is a Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectee are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season for Mesa Verde National Park is mid-January to December, but can be variable during these months due to project requirements or weather conditions.

Major Duties:
Duties listed are at the full performance level - duties at the WG-5 and WG-7 level are developmental in nature.

  • Install, maintain, test, troubleshoot, upgrade, repair and calibrate a variety of utility systems that require fully developed or journey level skills in various utility related trades such as electrical equipment repair, plumbing, wastewater treatment operation and water treatment operation.
  • Must be able to calculate chemical dosages for specific batch water/wastewater processes.
  • Must be able to adjust SCADA/equipment to meet the goals of calculated process control variables.

Physical Effort:
Work assignments typically require moderately heavy physical effort to lift, carry, or otherwise handle items typically weighing up to 40 pounds. Duties require the incumbent to maneuver into and out of specific locations while dismantling and assembling utility related equipment. The incumbent makes repairs and installations from ladders, scaffolding, and platforms where the parts of systems worked on are in hard-to reach places. Frequent standing, walking, bending, crouching, reaching, and stooping is typical. Occasionally, climbing and work in high places may be required, as well as the use of hoists, holders, and pulleys when handling large equipment.

Working Conditions:
Work is both indoors and outdoors where the incumbent may be subject to prevailing weather conditions. The incumbent may be exposed to biological hazards or diseases while cleaning equipment or shoveling sludge, and hazardous gases such as methane, chlorine, hydrogen sulfide, and carbon monoxide. The incumbent may also be subject to electrical shock, loud noises, acids, and hydraulic fluids while working around motors and pumps. There is exposure to shock, burns, and strains. The incumbent follows prescribed safety practices and uses safety equipment such as face shields, gloves, hard-toe shoes, respirators, and protective clothing that may be uncomfortable to wear. The incumbent is required to attend and participate in safety meetings and training and review and follow safety regulations and policies prior to using Personal Protective Equipment (PPE) such as goggles, rubber mats, gloves, hard hats and respirators as the jobs require. The incumbent may be required to operate motor vehicles and heavy engineering equipment.

Park Information:
Located in Southwest Colorado, Mesa Verde National Parkwas established in 1906 to preserve and interpret the archaeological heritage of the Ancestral Pueblo people. For over 700 years, the Ancestral Pueblo people built thriving communities on the mesas and in the cliffs of Mesa Verde. Today, the park protects the rich cultural heritage of 26 Pueblos and Tribes and offers visitors a spectacular window into the past while also highlighting contemporary connections.

This World Heritage Site and International Dark Sky Park is on the edge of the Rocky Mountains and is home to over a thousand species, including several that live nowhere else on earth, including black bears, elk and deer, mountain lions and over 100 bird species. Nearby Yucca House National Monument is managed under Mesa Verde. It is an undeveloped NPS unit and protects a large unexcavated valley pueblo.
On average Mesa Verde hosts 500,000+ visitors per year. Area residents and visitors enjoy world-class outdoor recreational opportunities including skiing, mountain biking, hiking, rafting, camping, hunting, and fishing in the region. The weather in the area ranges from cold and snowy during the winter months with temperatures down to zero degrees, to hot and dry in the summer with temperatures up to 100 degrees, with intermittent monsoon rains in July and August.

Nearby public lands include the San Juan National Forest, Canyon of the Ancients National Monument and other areas in the Tres Rios District of the Bureau of Land Management. The local towns of Cortez, Mancos, Dolores, and Durango provide a range of housing, dining, and shopping opportunities, and both Durango and Cortez have regional airports. The park is less than a two-hour drive to the recreation playgrounds of Moab, Utah, and Telluride and Durango, Colorado. Mesa Verde and the nearby communities are great places to work and live.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You must obtain/possess and maintain the following at the WG-5 level - Within 12 months of EOD - Colorado or Equivalent Class D Wastewater Treatment Cert; Class 1 Water Distribution Cert; Class D Water Treatment Cert; Class 1 Wastewater Collections Cert and Backflow Prevention Assembly Tester Certificate

  • You may be required to travel overnight away from home on an occasional basis. You must obtain a government charge card for travel purposes.

QUALIFICATIONS

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's Federal Wage System Qualification Standards.

The incumbent works under closer than normal supervision at the trainee level performing assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the journey man level. The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of the target level position. As a trainee, this position may be eligible for non-competitive promotion to the target position upon meeting the following requirements: (1) The incumbent demonstrates the ability to perform at the target grade level; (2) Higher-level work exists at the target grade level; (3) Increased responsibilities are assigned; (4) The supervisor recommends promotion; and (5) the incumbent completes all required training and conditions of employment. Consequently, promotion is not guaranteed. As a trainee, the incumbent must perform work under the direct supervision and oversight of a journey level position.

This is a Career/Career-Conditional Full-time appointment.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.


Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals, ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
