WHAT YOU'LL BE DOING DAY TO DAY

As an Executive Officer, you will use your knowledge of and experience with Assistant Secretary for Technology Policy to optimize business results and customer experience by:

  • Serves as an advisor and representative of OCIO in engagements with senior leadership, agency officials, and external stakeholders across federal departments.
  • Provides expert guidance on acquisition policies, resolves sensitive issues, and implements process improvements to maximize efficiency and customer service.
  • Oversees the development, issuance, and enforcement of internal OCIO policies and procedures for budget, acquisition, and HR operations.
  • Conducts ongoing assessments of OCIO budget, acquisition, and HR programs to ensure effectiveness, efficiency, and compliance.

WHAT WE ARE LOOKING FOR

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following:

  • Managing the full acquisition lifecycle for complex, multi-year contracts in compliance with federal acquisition regulations.
  • Establishing and implementing administrative policies to improve organizational effectiveness and operational efficiency.
  • Formulating, justifying, and executing multi-year budgets in compliance with funding limits and regulatory requirements.
  • Supervising and directing a multi-layered workforce, including setting priorities and evaluating employee performance.
  • Conducting programmatic and operational evaluations to identify organizational challenges and develop strategic recommendations for leadership.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Expanded/Maximum Telework Posture: Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement, even if your home/temporary telework site is located outside the local commuting area.
