WHAT YOU'LL BE DOING DAY TO DAY

As an Intelligence Operations Specialist , you will use your knowledge and experience to optimize business results and customer experience by:

Duties listed are at the Full Performance Level (FPL) of this position

Serve as an Identity Intelligence Analyst (Intelligence Operations Specialist) with HHS-wide responsibility to coordinate strategic information and intelligence programs and operations in support of the Secretary, Deputy Secretary, and OPDIV/STAFFDIV senior leadership. The incumbent accomplishes the work with performing the following duties and responsibilities.

Interpret specialized datasets or other intelligence regarding a target's intent and technological capabilities and produces intelligence assessments and operational/investigative leads that explain their impact on HHS equities.

Gathers information and conducts activities to protect against espionage and other intelligence activities conducted for or on behalf of FIE. Incumbent identifies and advances opportunities to provide identity intelligence support to HHS operations and other sensitive activities.

Conducts assessments in a SCRM/CI context to protect against FIE activities. Incumbent develops and recommends appropriate mitigation strategies to improve the Counterintelligence posture of supported elements. Identifies intelligence gaps and initiates the development of comprehensive intelligence collection programs.

Qualifications

WHAT WE ARE LOOKING FOR

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing at ALL of the following:

1. Interpreting and synthesizing specialized intelligence datasets related to Foreign Intelligence Entity (FIE) activities, generating operational leads and informing program component level decision-making.

2. Conducting structured research and threat analysis on risks to the United States by analyzing raw data and disseminated reporting, completing routine risk assessments, mitigation measures, and analytic products that support biosecurity and public-health security operations.

3. Performing supply chain risk management/counterintelligence (SCRM/CI) assessments that utilize all-source intelligence (OSINT, HUMINT, SIGINT, etc.) to detect indicators of targeting, identifying intelligence gaps and developing corresponding mitigation recommendations to strengthen supported elements' CI posture.

4. Delivering identity intelligence-focused briefings and written analytic products to internal stakeholders and Intelligence Community partners; fulfilling customer requirements and participating in recurring liaison engagements to ensure awareness of strategic and tactical intelligence affecting public-health and departmental activities.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
