  • The incumbent is assigned a large geographical area of public land and is responsible for identifying and investigating criminal activity occurring on the public lands, apprehending suspects, and violators.
  • Enforces Federal laws and State laws and regulations relating to public lands and resources managed by the BLM.

  • This is a Drug Testing Designated Position. You will be required to submit to screening for illegal drug use and pass prior to appointment. This position is subject to random testing for illegal drug use.

  • You must be eligible to obtain a government charge card for travel purposes.
  • Incumbent must complete 40 hours of in-service training annually.
  • Incumbent must successfully complete a Basic Law Enforcement School (with emphasis on natural resources law enforcement) at the Federal Law Enforcement Training Center (or equivalent) within one (1) year of employment.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal Service (obtained either in the private or public sectors) performing the following: (1) carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses; (2) assisting with planning, implementing, or overseeing the law enforcement program; (3) preparing/analyzing investigation reports by collecting evidence, witness statements, and other pertinent correspondence; and (4) collaborating with other law enforcement agencies, management, and specialists to implement resource protection and law enforcement procedures.

Education: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university in a directly related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts.

Combination:
Successful completion of a combination of specialized experience and graduate level education that, when combined, equals 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed above. Then determine the amount of your graduate education in excess of the first two years (36 semester hours) as a percentage of the requirement listed above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts.

SELECTIVE FACTOR: Applicants must meet ALL of the following to qualify. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position:

  • Prior experience as a Law Enforcement Officer (LEO): Incumbent must have prior experience as an Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. Your resume must fully state your experience to receive credit for this selective placement factor. Must maintain a delegation of law enforcement authority. Must show proof of graduating from a federal or state Law Enforcement academy.
  • Maximum Entry Age: This is a Primary-Rigorous law enforcement position covered under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). The duties of this position are so rigorous that employment opportunities are limited to young and physically vigorous individuals who must meet established physical qualification requirements. This position is subject to the maximum entry age restriction of 36 years old. If you are 37 or older, or will shortly reach your 37th birthday, and have previously served in a federal civilian law enforcement position, you may be exempt from this age restriction. You may also be exempt if you are a preference eligible veteran or if you qualify under the Land Management Workforce Flexibility Act.
  • Domestic Violence Conviction: Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.5.C., Section 922(g)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense. Incumbent in this position cannot have a misdemeanor domestic violence conviction prohibiting him/her from possessing, receiving, transferring, or accessing firearms or ammunition in violation of the provisions of 18 USC 922.
Special Requirements:
  • Incumbent must safely utilize firearms, non-lethal weapons, and defensive tactics in the conduct of daily activities. Operates motor vehicles, or special purpose law enforcement vehicles of various types including four-wheel drives, all terrain vehicles, motorcycles, and small watercraft. Must have and maintain a valid motor vehicle operator's license.
  • Prior to appointment, the incumbent must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. The medical and drug testing will be paid by the Bureau of Land Management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

In order to be considered for this position, you must complete all required steps in the process. Physical Demands: The incumbent must be able to safely utilize firearms, non-lethal weapons, and defensive tactics in the conduct of daily activities. The work requires considerable strenuous physical exertion, e.g., long periods of standing, crawling, walking and running over rough, uneven, rocky surfaces and through wooded or brush areas, performing these activities day or night, when the incumbent may be required to respond immediately from a sedentary activity to an extremely arduous activity. The duties of this position are so rigorous that a physical examination is required to ensure that the employee assigned can perform the duties without physical injury to self or others. Employees must meet the arduous physical and medical standards identified in BLM law enforcement policy. The incumbent must be prepared, at all times, to defend himself/herself and others against physical and armed attack, including the use of physical violence or, as a last resort, deadly force.

Working Conditions: Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions. Fieldwork is normally performed alone in isolated areas and for extended periods of time. Many investigations occur in isolated areas of the public lands. The remote areas are in high mountains as well as desert areas, canyons, and other types of rough terrain. This type of work involves potentially high risks with personal exposure to dangerous situations, including possible physical attack or other uncontrollable conditions. The incumbent is regularly exposed to temperature and weather extremes, and will travel on foot or by specialty vehicles, e.g., four-wheel drive, motorcycles, and all-terrain vehicles, aircraft, or horseback to these remote locations to gather evidence and to arrest violators.
