WHAT YOU'LL BE DOING DAY TO DAY

As an Supervisory Intelligence Operations Specialist (Director of Intelligence) , you will use your knowledge and experience to optimize business results and customer experience by:

Advises the ONS Director and Deputy Director on intelligence activities and threats and recommends programmatic changes and initiatives to meet the ONS mission requirements and program priorities.

Responsible for specific assignments from the Director or Deputy Director concerning issues which require prompt advice on broad office, agency, and Departmental management and program initiatives. Works with the Director and Deputy Director in addressing highly sensitive and complex issues critical to the effective management of ONS.

Develops and issues intelligence policies and procedures for ONS operations, to effect maximum utilization of human resources, materials, and funds. Makes recommendations for solutions to Departmental issues, and implements process improvements, with a focus on customer service and execution of the national security mission.

Develops and maintains a robust, collaborative network with components and leadership across the Intelligence Community and is responsible
for identifying, clarifying, and promulgating the Department's short-and long-term intelligence requirements.

Represents ONS and the Department in Intelligence Community leadership events, working groups, strategic planning forums, and ad hoc engagements.

Provides intelligence briefings and written analytic products to the HHS Secretary, Deputy Secretary, Assistant Deputy Secretary for National Security,
and other relevant HHS officials/policymakers on threats relevant to the Department's mission.

Qualifications

WHAT WE ARE LOOKING FOR

Minimum Qualifications:

You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following:

  1. Advising senior national security and intelligence executives on intelligence policies, practices, and governing legal frameworks --including Executive Order 12333 --to ensure organizational compliance with federal standard
  2. Leading, managing, and mentoring teams of all-source intelligence analysts, delivering timely warning and strategic intelligence analysis to inform leadership decisions, including implementing career and professional development pathways incorporating Intelligence Community training and education resources.
  3. Developing and managing a program of analysis (POA) aligned with the Presidential Intelligence Priorities and National Intelligence Prioritization Framework (NIPF) related to HHS equities; Preparing and successfully delivering intelligence-derived products and briefings that address senior leadership and policymaker needs; building a budget based on your POA and monitoring planning and expenditure of funds; ensuring accountability and stewardship of funds and providing accurate, timely spend plans, travel requests, and vouchers.
  4. Leading constructive, collaborative relationships within the Intelligence Community and with other intelligence and national security stakeholders and customers across the mission space. Building formal outreach plans ensuring insights are reflected in deliverables, synchronizing efforts with your unit and the broader enterprise to ensure stakeholders remained fully informed and the work brought a coordinated, integrated, enterprise perspective to bear against your mission.
  5. Authoring and reviewing executive talking points and building prep books in support of Cabinet-level Principals attending White House Policy Meetings and bilateral and multilateral meetings and representing your organization at National Security Council-led meetings (i.e., PCCs/IPCs, Sub-PCCs/IPCs, etc.).
