Major Duties:
· Make regularly scheduled checks to water meters, gauges, motors, pumps, feeders, and other complicated recording and control devices. Ensure water quality is in compliance with all Federal, state, and/or local regulations, as well as Departmental and Bureau level policy.
· Operate a centralized, multiple zone air conditioning plant that serves a building or complex of buildings.
· Install, diagnose, and make repairs on a variety of domestic and commercial refrigeration and air conditioning units and systems such as walk-in coolers, refrigerators, evaporative coolers, attic and evaporative fans, and other equipment of comparable complexity. Test for proper operation and replace items such as belts, fans, and fuses. Replace major portions of various cooling units, such as compressors, condensers, expansion valves, float and service valves, thermostats, coils, and drive assemblies.
· Complete water treatment processes where the quality of the water (typically pretreated or well water) is below acceptable and prescribed standards and requires non filtration processes such as carbonation, ammoniation, fluoridation, and chlorination to change the taste, odor, or chemical content of the water. Complete water treatment processes in accordance with Federal, state, and/or local regulations, as well as Departmental and Bureau level policy. Make scheduled equipment checks to gauges, meters, electrical motors, pumps, chemical feeders, auxiliary generators, and recording and controlling devices.
· Operate one or more types of heavy equipment (e.g., graders, tractors with bulldozer or angledozer blades, front-end loaders, backhoes, trench diggers, large industrial tractors with pan or scraper attachments) to push, pull, pile, or load materials such as sand, gravel, earth, coal, or refuse on flat or rolling terrain and utility construction sites with simple terrain problems.

Area Information:
Guadalupe Mountains National Park is located in western Texas, 55 miles from Carlsbad, NM and 110 miles from El Paso, Texas. This is a remote park with the nearest community of Dell City (pop. 500), which has bus service for school grades K-12. The area has a semi-arid climate with warm summers, mild winters, abundant sunshine, low relative humidity and approximately 21 inches of rainfall per year. Grocery and department stores, hospitals, doctors, churches of most denominations, banks, motels, restaurants, and recreational facilities are found in Carlsbad, NM and in El Paso, TX.
Recreation opportunities are plentiful with Carlsbad Caverns National Park located 33 miles north of Guadalupe Mountains National Park. Two state parks (Brantley Lake and Living Desert Zoo) and the Lincoln National Forest within an hour's drive. El Paso provides an abundance of recreation and cultural opportunities.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You must possess and maintain a Class B (or higher) Commercial Driver's License within one year from date of appointment.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • You must possess and maintain a current Water Treatment Operators Certificate, and you must be able to secure and maintain a valid Texas Department of Health Services Class D Water Treatment Operators Certificate within one year from date of appointment. Please indicate the level of certification you currently possess.
  • You may be required to travel overnight away from home occasionally. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least 18 years old.

Physical Demands: Work assignments typically require moderately heavy physical effort to lift, carry, or otherwise handle items typically weighing up to 40 pounds. Duties require the incumbent to maneuver into and out of specific locations while dismantling and assembling utility related equipment. The incumbent makes repairs and installations from ladders, scaffolding, and platforms where the parts of systems worked on are in hard-to-reach places. Frequent standing, walking, bending, crouching, reaching, and stooping is typical. Occasionally, climbing and work in high places may be required, as well as the use of hoists, holders, and pulleys when handling large equipment.

Working Conditions: Work is both indoors and outdoors where the incumbent may be subject to prevailing weather conditions. The incumbent may be exposed to biological hazards or diseases while cleaning equipment or shoveling sludge, and hazardous gases such as methane, chlorine, hydrogen sulfide, and carbon monoxide. The incumbent may also be subject to electrical shock, loud noises, acids, and hydraulic fluids while working around motors and pumps. There is exposure to shock, burns, and strains. The incumbent follows prescribed safety practices and uses safety equipment such as face shields, gloves, hard-toe shoes, respirators, and protective clothing that may be uncomfortable to wear. The incumbent is required to attend and participate in safety meetings and training and review and follow safety regulations and policies prior to using Personal Protective Equipment (PPE) such as goggles, rubber mats, gloves, hard hats, and respirators as the jobs require. The incumbent may be required to operate motor vehicles and heavy engineering equipment.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
