Help

This position is located in the Utilities Branch of the Facilities Management Division at Yosemite National Park. The park is open to travel year-round and has a visitor load in excess of four million annually. Yosemite has one of the largest and most complex utility operations and infrastructure in the National Park Service (NPS). Position upholds the mission of protecting park resources and providing vital and necessary service for park visitors and operations. YOSE utilities include 22 wastewater treatment facility, treating 270 million gallons of wastewater annually; 26 water systems producing 278 million gallons of potable water annually; and 5 backcountry compost toilets, removing about 14 tons of composted human waste annually. The incumbent may be assigned to work in any facility or location in Yosemite National Park. This position will serve as Chief Plant Operator for two (2) wastewater treatment facilities.

MAJOR DUTIES

  • Act within established operational guidelines and activity standards, the directives of the supervisor, and own established goals.
  • Plan and schedule: work assignments on a quarterly or longer basis, the overall use of subordinate personnel, and other resources under their control.
  • Determine resource requirements, materials, the number of subordinates, and the types of skill necessary to accomplish long-range work schedules.
  • Maintain balanced workloads by shifting assignments, workers, and other resources under their control to achieve the most effective work operations.
  • Analyze and arrange shifts for occasional 24-hour-day/7-day-week and routine I0-hour-day coverage.
  • Plan work considering trade and skill needed, availability of labor and equipment, deadlines, and other work projects.
  • Determine tools, equipment, labor, materials needed, and methods to be used.
  • Review and analyze work accomplishments, costs, and utilization of subordinates to avoid possible problems by recommending corrective action to superiors.
  • Accomplish employee performance appraisals, provide counseling, recommend disciplinary action or award when necessary.
  • Make recommendations for hiring, promotions, terminations, and non-pay schedules.
  • Conduct in-depth interviews of potential new employees in accordance with park policy.
  • Schedule and approve leave.
  • Write position management plans, position descriptions, and performance standards.
  • Conduct job analysis and develop/determine assessment criteria for hiring in accordance with OPM and NPS Merit Promotion Plan standards.
  • Act as a rating official and review/grade applications for jobs in other shops that are of similar nature (acts as subject matter expert, panel member, conduct interviews, etc.)
Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000 foot high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October.

  • Must possess California state certifications for Water Distribution Grade I, Water Treatment Grade 2 and Wastewater Treatment II at time of application, or the ability to transfer out of state certifications to California within 6 months.
  • Wastewater Treatment Operator Grade III certification required within 12 months of entry on duty.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

Ability to do the work of a Utility Systems Repair Operator Supervisor without more than normal supervision. Work and training history demonstrates journeyman level knowledge and leadership skills in the utilities discipline, with a particular emphasis on critical water systems. Provide leadership for the overall scoping, work prioritization, job assignment and scheduling and quality assurance of maintenance activities for a single treatment facility. Must have performed the work independently with minimal oversight by a supervisor or with minimal technical support.

Ability to Lead. Must have been a leader of trades' journeymen in the water or wastewater discipline. Work history demonstrates a satisfactory knowledge in prioritization, planning, coordination, assigning, and the leading of multiple assignments within the maintenance/construction discipline. Have led by demonstrating proper work methods; inspected work to ensure that it meets applicable codes, standards and regulations including those related to safety.

Physical Demands: The work may involve sitting, bending, kneeling, twisting, awkward positions, standing, walking on uneven surfaces, and occasional lifting of objects of up to 50 lbs. in weight.

Working Conditions: Work is performed outdoors, often under adverse weather conditions during inclement weather or for emergency response. Temperatures range from -1 degree F to over 100 degrees F. Work may require hiking in a mountainous area (elevations above 7,500 feet) over a rough and uneven terrain with backpack/tools up to several miles in a day. Outside work may involve hiking up to 3 miles daily to access off-roadway work sites.Incumbent is subject to bums, strain, electrical shock, loud noises; hazardous materials including acids, alkalies, flammable materials, lead, asbestos while working. Incumbent follows prescribed safety practices and uses safety equipment such as safety glasses, face shield, gloves, hard-toe shoes, chaps, fall protection. respiratory protection, and protective clothing. Some of these safety items may be uncomfortable to wear and may be worn for or used for extended long periods of time. Incumbent may be required to participate in a respiratory protection program with medical monitoring. This is not a drug and/or alcohol testing designated position; however, all Federal government employees are subject to reasonable suspicion testing as appropriate.

Telework: The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
