WHAT YOU'LL BE DOING DAY TO DAY

As a Contract Specialist you will use your knowledge of and experience with the Office of the Chief Information and the Office of Acquisition Management Services to optimize business results and customer experience by:

  • Independently performs all contract administration functions.
  • Develops strategic plans in conjunction with program officials and Contracting Officer's Representatives (CORs) to define requirements.
  • Prepares solicitation documents which incorporate required Federal Acquisition Regulations (FAR) and HHS policies and provisions.

WHAT WE ARE LOOKING FOR

Basic Requirement:
You must meet one of the items listed below (A or B):

A. 4-year course of study leading to a bachelor's degree with a major in any field

OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

AND

You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following:

  • Assisting in planning and/or carrying out pre-award/post-award actions required in the acquisition of professional and/or technical services
  • Assisting in the development of acquisition activities
  • Preparing a variety of written materials including correspondence and/or contract documents.

OR

Two full academic years of progressively higher level graduate education leading to a Master's or LL.D. or JD. or equivalent graduate degree. if related, or equivalent doctoral degree in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Must submit transcripts).

OR

Possess a combination of specialized experience as described in A and education as described in B that, when combined, equal 100% of the total requirement.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
