As a General Engineer/ Physical Scientist, the incumbent:
Monitors integrated and complex systems involving: unique equipment, facility designs, operations and processes, a variety of human factors, and dangerous operations and processes.
Observes, appraises, and evaluates contractor performance through surveillance, field observations, and the evaluation of operational integration of production, environmental compliance, maintenance, utility operations, quality of performance, and industrial, radiological and/or nuclear safety.
Analyzes and evaluates contractor operational performance and supporting technical documentation, including: operating systems. processes, formality of operations, material flows, waste streams, instruments/alarms, control room practices, maintenance and construction, quality assurance, safety, health, and environmental activities.
Ensures contractor management control systems and procedures adhere to NNSA/DOE and national nuclear, radiological and/or industrial safety, and environmental compliance program requirements, policies and practices, and contractual obligations.
Conducts walk-through inspections of the facilities and/or operations for the purpose of identifying hazards, incidents of non- compliance with standards and guidelines, and potential problem areas. Assures that activities are performed within approved safe operating envelopes and in compliance with applicable orders, laws, and regulations.
Makes contractor and site management aware of issues and concerns and recommends potential
solutions to regulatory, technical and/or programmatic issues and requirements.
Participates in hearings, meetings, conferences and special working groups with M&O contractor and other subject matter experts; Federal, state, and local regulators (e.g., EPA, NRC, etc.), and oversight entitles (e.g., Defense Nuclear Facilities Safety Board).
Serves as the primary interface between local NNSA/DOE management and the contractor, and maintains cognizance of all operational activities, both technical and administrative, in providing technical and policy guidance, direction and interpretation.
Makes contractor and site management aware of issues and concerns and recommends potential solutions to regulatory, technical and/or programmatic issues and requirements.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ/NN-02, EN-00 or GS 11. Specialized experience for this position is defined as:
- Experience performing technical evaluations of operational performance, including evaluations of supporting technical documentation, in a high- hazard facility (i.e., hazards with potential consequences affecting a large number of onsite or offsite personnel); and
- Experience performing safety evaluations or oversight of operations in nuclear facilities is preferred.
Examples of Specialized Experience:
Examples of applicant's experience must include evaluations in a combination of the following areas: operational activities, operating systems, processes, formality of operations, material flows, instruments/alarms, control room practices, and/or maintenance and construction activities. The applicant's experience may also delve into quality assurance, safety, health, and environmental activities, but these should not be the applicant's primary area of experience or expertise.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Education
All applicants must meet the basic requirements of the General Engineer/Physical Science occupational series. Transcripts or other proof of required education MUST be included in your application package.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure, 2.Written Test,3.Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A, 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
1301 Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
