This series covers positions managing, supervising, leading, and/or performing administrative and management work.

As a Loan Specialist (Commercial) you may:

  • Collects and reviews information for supervisors, including financial statements, covenant compliance, collateral, and news reports, and information gathered from site visits.
  • Analyzes corporate finance structures such as asset- based, or limited recourse project finance transactions to make sound financial decisions and recommendations.
  • Participates on teams, addressing the technical, legal-economic, and financial feasibility aspects of a transaction.
  • Reviews all post-issue requests from borrowers and lenders for amendments to loan terms, waivers, extensions, payment deferments, and other modifications related to operative loans and guarantees.
  • Utilizes expertise
    with project and corporate finance to evaluate the viability of a borrower, or guarantor in a federal or commercial loan portfolio.
  • Monitor borrowers or guarantors for warning signs of credit deterioration, and advising supervisors of incidents, occurrences, and trends that warrant special attention.

Qualifications

You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-11:: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience is defined as:

  • Serving as an official liaison for all loan administrative reports/requests from project sponsors, borrowers, co-lenders, and Administrative or Collateral Agents.
  • Developing and using financial models and aggregate data from multiple sources, conducting sensitivity analyses, and assess repayment risk assessment efforts.
  • Monitoring technology developments as they relate to price and demand movements, regulatory changes and structural changes.
  • Serving on a team monitoring large-scale project finance or commercial infrastructure loans and addressing financial feasibility aspects of high-value loans for large-scale projects.
OR: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. TRANSCRIPTS REQUIRED.

OR: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education more than 36 semester hours (54 quarter hours), may be used to combine education and experience. TRANSCRIPTS REQUIRED.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience is defined as:
  • Utilizing project finance structures and applicable credit risk for large-scale or commercial infrastructure projects.
  • Monitoring and evaluating the performance of large industrial and infrastructure project finance transactions of $50 Million or more including those in renewable energy, nuclear energy, power, transportation, oil and gas telecommunications, petrochemical's or mining sectors and large "corporate" loans for similar transactions.
  • Developing and using financial models for monitoring loan performance, credit/risk analysis, and preparing project status and credit reports for presentation to management or other governing boards.
  • Identifying adverse trends or violations in the borrower's financial condition that are identified through the consistent analysis of financial statements, market analysis and other mitigating factors and making recommendations to a higher authority in order to ensure compliance with loan terms and conditions

NOTE: There is no substitution of education for specialized experience at the GS-12 level.

This position is announced under a government-wide Direct Hire Authority (DHA) for Loan Specialist positions in the GS- 1165 series. Under this Direct-Hire authority, applicants are required to meet minimum qualification requirements at the grade level(s) of interest. Veteran's Preference, Schedule A, Category Rating, and other methods of consideration DO NOT APPLY under Direct-Hire Authority regulations.

Appointments made under this authority will be processed as new appointments to the Civil Service. Current Civil Service employees would, therefore, be given new appointments to the Civil Service. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
