Help

The incumbent will carry out a broad range of responsibilities, starting with being the main point of contact for property matters within the organization. This includes overseeing a variety of assignments that require comprehensive knowledge regarding property, fleet, and key management. In addition, this position provides guidance and support to both employees and management by offering advice on utilization and disposal of government property including equipment, weapons, radios, IT equipment and miscellaneous property. As part of the office services, the Administrative Program Specialist (Property) also provides technical guidance on Board of Survey processes for property damage. The individual will also be responsible for submitting procurement actions, maintaining office supplies, and backup for general administrative functions on behalf of the parkway. Overall, the Administrative Program Specialist for Property plays a crucial role in providing property management for the parkway, requiring a versatile and highly organized individual who can multitask and enhance operational efficiency.

AREA INFORMATION:

Natchez Trace Parkway (NATR) Information: The Natchez Trace Parkway is a tribute to the ancient travel route called the Natchez Trace, which has a rich history as one of North America's oldest transportation paths. This modern Parkway spans a remarkable 444 miles, requiring over 10 hours to journey from one end to the other. It spans across three states, encompassing 25 counties and 20 communities, with a combined residential population of nearly two million people. Additionally, there are over 3,000 commercial and private landowners residing alongside the Parkway boundary. The completion of the modern Parkway occurred in 2005, establishing it as one of the largest units within the national park system, covering a vast geographic range. The Parkway corridor extends over five degrees of latitude and boasts an impressive 52,000 acres of breathtaking scenic beauty. Within this expanse, visitors can immerse themselves in a diverse array of traditional southern landscapes, including forests, wetlands, prairies, rivers, pastures, and croplands. These natural wonders are accompanied by rich cultural and historic resources, creating an immersive experience for all who traverse its path. Recognizing its immense value, the Natchez Trace Parkway was rightfully designated as a National Scenic Byway and All-American Road in 1996. In 2014 alone, the Parkway welcomed nearly 6 million visitors, solidifying its position as the eighth most visited National Park Service place in the entire nation.   • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You may be required to complete training and operate a four-wheel drive vehicle.

ADDITIONAL REQUIREMENTS:

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work occasional overtime work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

QUALIFICATIONS:
All qualifications must be met by the closing date of this announcement-10/25/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-0301-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience encompass: overseeing federal property management, which includes inventory control, property accountability, procurement, and disposal in accordance with federal regulations; handling tasks related to serving as a Fleet Manager for GSA Vehicles; monitoring the use of charge cards; executing various administrative duties concerning Time and Attendance and travel; organizing and analyzing data; composing correspondence, memos, reports, and forms from preliminary drafts and notes; managing telephone inquiries; maintaining filing systems; and effectively collaborating with colleagues and stakeholders. To be creditable, your experience must have involved the performance of various office duties described above equivalent to the GS-07 level in the Federal Service. You must include hours per week worked.

EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. You must submit a copy of your transcripts. You must include transcripts.

Successful completion of a combination of education and experience as described above. First computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants (50% of the related coursework required). You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: Work is performed primarily in an office setting but also occasionally is performed in storage facilities including maintenance buildings and includes periods of walking over rough, uneven surfaces, recurring bending, crouching, standing, reaching, lifting, and carrying items up to 50 pounds may be required. This is comparable to FL 8-2 where assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.

Working Conditions: It is indicated duties are performed in office setting with adequately lighted, heated and ventilated conditions. Yard work is performed outdoors and involves everyday risks and discomforts. Moving items within a maintenance facility may expose the incumbent to the possibility of cuts, bruises, or falls and to extreme weather conditions such as severe heat, humidity, wind, cold, or rain. There is moderate risk of exposure to elements that include hazardous material, waste such as solvents, acid, oil, fuel, pesticides, snakes, and rodents. This requires employee to take normal precautionary measures such as the use of protective hardhat, boots, safety googles, apron, masks, or gloves. Drives vehicles to outlying areas up to 700 miles round trip on inspections. Meets FL 9-2 where work requires visits to manufacturing, storage, or other industrial areas, and involve moderate risks or discomforts. This can include wearing of protective clothing and gear and observance of safety precautions are required.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
