Summary

This position is located in the Department of Homeland Security (DHS), Office for Civil Rights and Civil Liberties.

The primary purpose of this position is to conduct high profile, complex, and specialized EEO investigations of DHS headquarters employees and applicants for employment. Such cases may involve particularly sensitive issues (such as sexual harassment), or high-level officials of the Department (such as bureau heads).

Duties

Help

As a Equal Employment Specialist (Investigator), GS-0260-13/14, your typical work assignments may include the following:

  • Investigating charges of employment discrimination based on age, race, color, religion, sex, reprisal, national origin, disability, pregnancy, sexual orientation, gender identity, parental status and protected genetic information.
  • Reviewing facts relevant to allegations of discrimination, including treatment of employees and any policies and practices which may appear to constitute discrimination.
  • Obtaining affidavits from witnesses under oath or affirmation, or by written statement under penalty of perjury.
  • Compiling investigative files, and ensuring tracking systems are updated and accurate.
  • Conducting trainings and briefings for employees and managers on the role of the investigation in the EEO complaint process.
  • Managing the complaint process.
  • Reviewing investigative files to ensure they are legally sufficient, such that a fact-finder can make a determination as to whether unlawful discrimination occurred.
  • Making recommendations on the acceptance, partial acceptance or dismissal of discrimination complaints.
  • Creating detailed reports from the tracking system including accountability for timelines.

Qualifications

Specialized Experience GS-14
You qualify for the GS-14 grade level if you possess one (1) year of specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as:

  • With little oversight, Resolves Equal Employment Opportunity (EEO} cases by investigating charges of employment discrimination based on age, race, color, religion, sex, reprisal, national origin, disabilities, pregnancy, sexual orientation, gender identity, parental status or protected genetic information.
  • Recommends acceptance, partial acceptance or dismissal of discrimination complaints.
  • Exercises mastery of EEO policies and procedures (e.g., 29 CFR Part 1614, Management Directive 110) to investigate and/or resolve charges of employment discrimination.

Specialized Experience GS-13
You qualify for the GS-13 grade level if you possess one (1) year of specialized experience equivalent to the GS-12 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as:

  • Utilizing EEO policies and procedures (e.g., 29 CFR Part 1614, Management Directive 110) to investigate and/or resolve charges of employment discrimination.

Substitution of education in lieu of specialized experience may not be used for either grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
