As a Physical Scientist (National Environmental Policy Act (NEPA Specialist)) you will serve as a team member of a multi-disciplinary team within the Golden Field Office Environment, Safety, and Health Office that ensures compliance with NEPA and other major environmental regulations.

Duties

As a Physical Scientist (NEPA Specialist) you may:

  • Evaluate scientific programs/project needs and prepare documentation (i.e., budget, procurement, etc.) to support those needs.
  • Provide expert opinions and recommendation relative to planning, organizing and implementing scientific projects and processes.
  • Conduct in-depth analysis of technical issues, requirements and development efforts to resolve major conflicts and unique issues and to address uncertainties in areas of physical science.
  • Participate in procurement planning meetings, reviewing procurement strategy documents, and integrating NEPA schedules and budgets in to project planning.
  • Give presentations on program/project objectives, content, and progress to a variety of professional audiences.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service or equivalent. Specialized experience for this position includes:

  • Conducting analyses or evaluations of National Environmental Policy Act (NEPA) documents; AND
  • Researching and interpreting program related laws, regulations, guidelines, and procedures related to compliance with NEPA; AND
  • Monitoring program implementation and making recommendations on the allocation of resources related to NEPA; AND
  • Applying analytical techniques for assessing the effectiveness or efficiency of engineering or scientific operations or work processes; AND
  • Communicating progress, status, and approval to evolve efficient and technically adequate responses, preparing reports to recommend solutions to compliance issues.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must meet the Basic Education Requirement listed below and the "Specialized Experience" to qualify for this series.

Basic Education Requirement:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

This position is announced under a government-wide Direct Hire Authority (DHA) for Physical Scientist positions in the GS- 1301 series. Under this Direct-Hire authority, applicants are required to meet minimum qualification requirements at the grade level(s) of interest. Veteran's Preference, Schedule A, Category Rating, and other methods of consideration DO NOT APPLY under Direct-Hire Authority regulations.

Appointments made under this authority will be processed as new appointments to the Civil Service. Current Civil Service employees would, therefore, be given new appointments to the Civil Service. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
