Duties

Help

Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

This position is with the Bureau of Land Management, Coos Bay District Office located in North Bend, Oregon. The position is responsible for managing the operation (including fee collection) and maintenance of recreation management areas. The position develops, coordinates, and delivers interpretive and environmental education programs. The position performs planning and organization by scheduling activities of volunteers, and arranges for supplies, equipment, and services. The position coordinates the maintenance activities with maintenance staff. The position maintains accurate site records; contacts with key leaders of the public to assist in accomplishing the mission of the BLM and maintains contact with "friends" groups and other interest groups. The position manages visitor use at recreation sites and trails; propose standards and rules and ensures compliance; collects, organizes, records and reports visitor use data and assists in the preparation of maintenance and management studies, reports and handbooks including information contained in Recreation Management Information System. The position develops plans for revision/improvement of existing facilities. Plans include present uses, problems with uses, and opportunities to enhance utilization of present facilities and prepare NEPA documents for recreation projects. Assists outdoor recreation planner in developing recreation area management analyses and project plans; assist other specialist with project work involving recreation sites and trails. The selected candidate must have or be a able to obtain a Contracting Officer Representative certificate in the first year.

  • In some situations, work may take place in a remote environment and may require primitive camping and living skills for up to two weeks in duration.
  • The incumbent is required to wear BLM uniform components, as appropriate, while performing duties.
  • The incumbent must possess a valid driver’s license in order to operate government vehicles and equipment.
  • Work is accomplished using various modes of transportation including two- and four-wheel drive vehicles, utility vehicles, mountain bikes, horseback, aircraft, raft, etc.
  • The incumbent may be required to maintain Fee Collection Officer, First Responder, Motorboat Operator Certification Course (MOCC), and/or equipment certifications.

Qualifications

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.

GS-07:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) providing visitor information on the park's historical and natural features, travel routes, site use opportunities, or park activities; (2) inspecting facilities to ensure compliance with rules and regulations; (3) preparing recreation activities and/or sites for visitor use; (4) working with others to gather data and/or facilitate park usage.
OR
B. Education: Successful completion of at least one (1) year of graduate education in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or another closely related field that provided the knowledge and skills necessary for successful job performance. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
C. Superior Academic Achievement:
Meet the requirements for Superior Academic Achievement by earning a Bachelor's degree in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or another closely related field that provided the knowledge and skills necessary for successful job performance, with at least one of the following: (1) a grade point average (GPA) of 3.0 or higher based on a 4.0 scale; (2) a 3.5 GPA or higher for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college, such as the College of Liberal Arts, based on completed courses; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. You must submit a copy of your transcripts as proof of any claimed education.
D. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education.

GS-09:
A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) managing day-to-day operations of visitor center and/or recreation facilities/programs; (2) developing, coordinating, or delivering interpretive and/or environmental education programs; (3) providing advice, training, or guidance to staff and/or volunteers; (4) conducting assessments or analysis of visitor services, resource management, and/or recreation facility conditions to make recommendations for improvement/resolution.
OR
B. Education: Successful completion of at least two (2) years of progressively higher level graduate education or master's or equivalent degree in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or another closely related field that provided the knowledge and skills necessary for successful job performance. NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
C. Combination:
Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to travel overnight away from home occasionally per month. You must be eligible to obtain a government charge card for travel purposes.
  • Recreation shift schedules work on weekends and holidays from mid-May to end of September.
Physical Demands: The work ranges from sedentary office work to field work. Field work may occur in rugged terrain; to include very steep, wet, muddy, snow-covered, rough, uneven, or rocky surfaces. The work of the position requires physical exertion such as, but not limited to, driving over unpaved roads; walking over rough terrain or inclines; paddling, rowing, or otherwise operating watercraft; standing for long periods of time; bending, crouching, and stooping, digging, hiking, lifting, biking, backpacking, stretching, reaching, or similar activities. Work requires safe operation of 4x4 vehicles on unimproved roads and the physical stamina and ability to maintain and/or repair trails, trailheads, fencing, and other facilities in the field.

Working Conditions: Work is performed in both an office and field environment. Field work may occur in all types of weather conditions, terrain, and elevations. Work may take place in an extremely remote environment and may require primitive camping and living skills for up to two weeks in duration. During the summer months, temperatures can be above 100 degrees Fahrenheit. In winter, work may be required in temperatures at or below freezing.

Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
