Duties

Help

As the Senior Advisor for the Integrated Plutonium Program, you will:

  • Provide leadership, policy expertise, and knowledge on plutonium missions and coordinate decisions on the integrated plutonium program across NNSA.
  • Advise NNSA leadership on plutonium inputs, requirements, analysis, and evaluations and develop options to resolve issues impacting plutonium programs.
  • Approve near-term schedule, production, and contract adjustments at the program and project level to expeditiously advance the integrated plutonium program.
  • Coordinate with all NNSA program offices, functional offices, field offices, and M&Os to promote alignment of efforts across the nuclear security enterprise in support of mission requirements.
  • Augment NNSA's public-facing image by communicating NNSA priorities, progress, and challenges at public events, with the media, and with non-governmental organizations.
  • Communicate the NNSA Administrator's plutonium priorities and the status of plutonium efforts to DOE officials, and other Federal stakeholders, including the Department of Defense, the Intelligence Community, Department of State, Congress, and others.
  • In close collaboration with NNSA offices, guide the development of integrated policies, requirements, planning, and assessments to increase the availability of critical capabilities for plutonium programs.

CONDITIONS OF EMPLOYMENT:

CITIZENSHIP: You must be a U.S. citizen

FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, you will be required to file a Public Financial Disclosure Report prior to entry on duty, and annually thereafter.

SECURITY CLEARANCE: You must be able to obtain and maintain a Q level security clearance.

DRUG TESTING POSITION: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected, you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.

PROBATIONARY PERIOD: A one-year probationary period may be required.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity. May be required to pass a pre-employment drug test, random testing after appointment.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: Applicants must have one year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.

Your application and resume should demonstrate that you possess each of the following Specialized Experience Qualifications (SEQs). FAILURE TO MEET OR ADDRESS ANY ONE OF THE SPECIALIZED EXPERIENCE QUALIFICATIONS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

Responses must provide specific examples that address relevant experience, accomplishments and evidence that you possess the SEQ. The SEQs for this position are:

  • SEQ 1: Knowledge of the nuclear weapons complex, nuclear weapons programs, and infrastructure programs, as well as the associated functional organizations.
  • SEQ 2: Experience on high profile initiatives related to national security issues, including interactions with the Department of Defense and other key interagency stakeholders, to enable effective coordination and communication on complex activities or topics.
  • SEQ 3: Proven ability to partner with others, persuade, gain cooperation, and create high functioning teams that produce results in a timely manner.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., community, professional, philanthropic, social). Volunteer work helps build critical competencies, knowledge and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification and eligibility requirements by the closing date of this announcement.
