Duties

Help

As the Director for the Building Technologies Office you will:

  • Manage and direct the planning, development, implementation, and evaluation of a national Building Technologies Office (BTO) involving RD&D, regulatory actions, and market transformation programs. Direct the formulation and integration of the scientific, market factor, engineering and technical requirements necessary to structure an effective and impactful building technologies program.
  • Provide technical and scientific leadership to the building and building equipment industry and to BTO. Work closely with U.S. industry, non-profit, advocacy groups, academia, and the National Laboratories to quickly identify technology, market and research needs required to create and grow a robust industry for the development, deployment, and adoption of energy efficient and renewable energy building technologies.
  • Identify and interpret legislative requirements for the BTO and manage the implementing activities that satisfy these needs.
  • Oversee the development and implementation of building technologies transfer plans; the review, evaluation, and modification of technology transfer performance.
  • Prepare and justify integrated R&D budgets across multiple DOE offices, and execute budget decisions. Serve in a similar role for EERE initiatives and corporate crosscuts as necessary, on topics such as low-GWP refrigerants, etc.
  • Coordinate with other program areas to incorporate results of research projects, including renewable energy technologies, into the BTO. Coordinate with the Federal Energy Management Program (FEMP) to demonstrate these technologies at DOE sites and Federal facilities.
  • Manage the transfer of new technology to the building and building equipment technologies industries via public-private partnerships to which all parties contribute to the cycle of strategic input, technical concepts, funding for and participation in research and development projects, review, oversight, and feedback.
  • Direct building technology RD&D and analysis investments at the National Laboratories, with leadership responsibility for the production of high-quality, transformative research into critical building technology areas.
  • Direct Building Technologies Office's RD&D and analysis performed by DOE Field offices, national research laboratories, universities, and industry including critical peer review and feedback regarding technical and managerial objectives.
  • Direct analyses and reviews to ensure conformance of program execution within established EERE policies and develop funding and guidance issued to field organizations and other recipients.
  • Oversee the development of multi-year program plans, annual operating plans, Congressional budget requests, and guide strategic studies which influence and guide these plans. Develop annual program budget requirements, approve of and manage the use of appropriated funds, and interpretive guidance to all funded research.
  • Serve as a leader for U.S. participation in matters and activities related to the international building technologies community, and the building technologies aspects of the international energy efficiency and renewable energy community, including cooperative research and development, exchanges of technical information, conferences, workshops, and summit meetings. Maintain close contact and sensitivity to the technology base and decision makers of U.S. industry to keep abreast of their accomplishments, capabilities, trends and needs, and be the focal point for governmental organization of the state of the U.S. industrial base with respect to building and building equipment technologies.
  • Provide strong and effective workforce management, including skills identification, training, hiring and performance management for the BTO. Anticipate personnel requirements and put necessary mechanisms in place to ensure effective operations and succession planning. Manage the deployment of assigned staff and ensure that sufficient contract and full-time staff are available to complete program tasks at a high-performance level.
  • Provide expert technical and strategic input and respond to inquiries as needed to other U.S. government offices. Interface regularly with other U.S. government agencies to ensure consistency of approach, identify synergies and eliminate inefficiencies related to building technologies. Develop responses to queries from Congressional offices, subcommittees and committees.

PRE-HIRING REQUIREMENTS: This is a permanent position in the SES. Unless you are already a member of the SES with career status or are a graduate of an Office of Personnel Management (OPM) certified SES Candidate Development Program, your executive qualifications must be approved by OPM before you can be hired. If you are selected, you will be required to prepare your executive core qualification (ECQ) narrative for OPM submission.

BACKGROUND INVESTIGATION: You must pass a background investigation.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, you will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: You must complete a one-year SES probationary period.

Qualifications

Your resume must describe your executive core qualifications (ECQs) and experience, technical qualifications and give a synopsis of your accomplishments.Do not include a separate ECQ narrative. Additionally, Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate document.

EXECUTIVE CORE QUALIFICATIONS: The five ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether you have the broad executive skills needed to succeed in a variety of SES positions.

5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, aseparate document must be uploaded addressing each MTQ listed below. No more than one page per MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Your leadership and management skills must be addressed in the MTQs listed below.

MTQ 1: Technical knowledge, analytical skills, and demonstrated leadership experience in managing building technology research, development, demonstration and deployment (RDD&D) for advancing equitable building energy efficiency and decarbonization.

MTQ 2: Technical knowledge, analytical skills, and demonstrated leadership experience in market transformation for advancing equitable building energy efficiency and decarbonization, including utility-funded and other publicly-funded programs.

MTQ 3: Technical knowledge, analytical skills, and demonstrated leadership experience in interpreting, analyzing, and advancing federal, state, and local policy and legislation for equitable building energy efficiency and decarbonization.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Veteran's Preference does not apply to the Senior Executive service (SES).

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. If your application does not demonstrate sufficient possession of the ECQs and MTQs, you will be determined ineligible for further consideration. In order to be eligible, you must demonstrate that you have depth and breadth of experience to successfully perform the duties of the job.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration and possible second interview. Persons tentatively selected for appointment to SES positions must prepare their ECQ package for OPM's Quality Review Board (QRB) certification. The QRB review and certification is the last critical step in the SES selection process, and all SES candidates must have their executive qualifications certified by a QRB before being appointed as career members of the SES.
