This series covers positions managing, supervising, leading, and/or performing administrative and management work.

As a Program Manager you will:

  • Exercise significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.
  • Assure reasonable equity among subordinate teams of performance standards and rating techniques developed by subordinate supervisors.
  • Direct a program or major program segment with significant resources (e.g., one at a multimillion dollar level of annual resources).
  • Make decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel.
  • Provide technical and programmatic guidance and direction to personnel and contractors in accomplishing work.
  • Plan and initiate action to obtain effective use of resources, and to ensure completion of programs and projects as scheduled, scoped, and funded. Manages the development of contractor oversight plans.
  • Lead development of goals, objectives, and strategic plans, which define the long-term emphasis and focus of the program.
  • Oversee development of program cost-effectiveness measures and the conduct of cost-effectiveness reviews.
  • Evaluate contractor performance and overall program effectiveness in terms of mission accomplishment, schedules and budget, quality, quantity and environment, safety, and health standards, procedural, policy, and regulatory compliance, and technical competence.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as:

  • Coordinating with other organizations regarding work accomplishment, priorities, chains of command, and communication channels; AND
  • Changing workflows and work assignments to balance workloads and increase effectiveness of operations and personnel utilization.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as:

  • Evaluating contractor performance and overall program effectiveness in terms of mission accomplishments; AND
  • Overseeing development of program cost-effectiveness measures and the conduct of cost-effectiveness reviews.

NOTE: There is no substitution of education for specialized experience at the GS-14 level.

SPECIALIZED EXPERIENCE REQUIREMENTS GS-15: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as:

  • Determining program goals, resource needs, develops work plans, allocates resources, and accounts for their effective use; AND
  • Establishing, implementing, and refining necessary planning and control systems to assure effective and efficient use of personnel, facilities, and other resources., AND
  • Establishing goals, performance standards and internal controls for work carried out by the program to assure that activities meet established national objectives and priorities.

NOTE: There is no substitution of education for specialized experience at the GS-15 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct Hire Authority (DHA) for Program Manager positions in the GS- 0340 series. Under this Direct-Hire authority, applicants are required to meet minimum qualification requirements at the grade level(s) of interest. Veteran's Preference, Schedule A, Category Rating, and other methods of consideration DO NOT APPLY under Direct-Hire Authority regulations.

Appointments made under this authority will be processed as new appointments to the Civil Service. Current Civil Service employees would, therefore, be given new appointments to the Civil Service. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
