Summary

This position is part of the WAPA Headquarters, Department of Energy. As a Program Manager (Enterprise Asset Management), you will serve as Vice President (VP), Enterprise Asset Management, reporting to the Chief Operating Officer, providing executive leadership and supervisory oversight of the formulation and implementation of Enterprise Asset Management analytical framework and strategy.

As a Program Manager (Enterprise Asset Management) you will be responsible for the $4B Asset Plan providing electricity to ~40 million Americans and sustaining more than 17,000 miles of transmission and associated infrastructure in 15 states:

  • Lead WAPA-wide asset management system and implementation activities, in collaboration with Region asset owners, management, and maintenance functions, and Information Technology (IT) activities.
  • Represent WAPA in conferences and other agency meetings, with federal, state, and local authorities, private industry, and public groups to gather viewpoints about proposed program, projects, and changes, ensuring concerted action by all involved parties.
  • Lead or participate as a technical expert in interagency and intra-agency committees and working groups resolving
    critical problems in existing DOE-wide strategic initiatives, programs and projects requiring innovative solutions.
  • Lead, manage, oversee, and collaborate with Senior Leadership Team Executives and Vice Presidents developing WAPA strategic asset management plans.
  • Exercise delegated managerial authority to determine Asset Management annual and longer range work plans and schedules for in-service and contracted work, independently of or jointly with higher management.
  • Determine Asset Management program policy and operating guidelines. Understand and communicate WAPA policies and priorities throughout the managed group and affected Region stakeholders.

This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total without further competition. This temporary promotion may not be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management.

If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the selecting official. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-14] in the Federal service. Specialized experience for this position is defined as meeting at least one of the following:

  • Leading an asset management function for a utility with assets valued at $500 million or more.
  • Establish or implement organizational operating standards, practices, and policies.
  • Establish, implement, and maintain data, process, and tools/systems related to asset management.
  • Facilitate effective risk trades, strategy and decision-making to establish maintenance, replacement, or investment strategies.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
